Job Description & Responsibilities

The Chief Specialist will be appointed to a leadership position responsible for leading and developing frameworks and initiatives focused on fostering a culture of pioneering and building sustainable competitive advantages for the institution. The core responsibilities of this leadership role include:

• Leading the Pioneering Strategy: Developing and implementing a comprehensive strategy to enhance organizational pioneering in all processes and services, ensuring the adoption of global best practices and advanced standards.
• Enhancing Competitiveness: Conducting in-depth competitive analyses, identifying performance gaps, and leading transformative initiatives to elevate the institution's efficiency and effectiveness compared to its sector peers.
• Managing Excellence Projects: Overseeing the design and management of specific programs and projects aimed at achieving qualitative leaps in quality, innovation, and productivity, with clear Key Performance Indicators (KPIs) to measure outcomes.
• Guidance and Training: Mentoring various work teams and building the capabilities of national and local talent in the fields of pioneering and competitiveness management, disseminating knowledge and approved assessment tools.
• Reporting and Recommendations: Preparing detailed periodic reports for senior management on the institution's level of pioneering and competitiveness, providing proactive, actionable recommendations to improve the strategic position.
• Communication and Partnership Building: Representing the institution at specialized forums, building networks with local and international entities to exchange expertise and leverage collaborative opportunities.

Qualifications & Requirements

• Educational Qualification: A minimum of a university degree (Bachelor's) in a relevant field such as Business Administration, Public Administration, Economics, or Industrial Engineering. Advanced degrees (Master's or PhD) or professional certifications in Organizational Excellence or Quality Management are highly preferred.
• Professional Experience: A minimum of 10 years of practical experience in directly related fields such as Organizational Excellence, Total Quality Management, Organizational Development, or management consulting specialized in competitiveness. • Technical Skills: Deep knowledge of global excellence models (such as the EFQM Excellence Model or the Dubai Government Excellence Program). Exceptional analytical skills in data assessment and evidence-based decision making. Full proficiency in Microsoft Office Suite and advanced analytical applications.
• Personal Skills: High inspirational and leadership abilities. Excellent communication and presentation skills (written and verbal) in both Arabic and English. Strategic thinking and complex problem-solving capabilities. High integrity, professionalism, and the ability to work under pressure to achieve ambitious goals.

Work Location
