Job Description and Key Responsibilities
The appointed Construction Specialist for Dry Utilities (Airfield) will be integrated into a dynamic team responsible for the planning, supervision, and field execution of dry utility networks within airport projects. Dry utilities typically encompass systems such as electrical power distribution, telecommunications, fiber optics, security and surveillance (CCTV) systems, fire alarm systems, and other vital systems not related to water or sewage supply.
The core expected responsibilities include:
- Direct field supervision of contractors on the project site to ensure strict adherence to technical specifications, execution schedules, and the highest standards of quality and safety.
- Reviewing and inspecting shop drawings and construction plans for dry utility systems prior to and during the construction phase.
- Effective coordination with engineering teams, subcontractors, and suppliers to ensure the seamless integration of dry utility systems with other structural and civil elements of the airfield.
- Preparing daily and weekly progress reports, highlighting any challenges or delays and proposing appropriate solutions.
- Ensuring full compliance with all local and international safety regulations (such as those from the Saudi General Authority of Civil Aviation - GACA) on the work site.
- Participating in the commissioning, testing, and final handover processes of utility systems, ensuring their full operational readiness.
- Managing and monitoring the quality of materials and equipment used in the installation of utility systems.
Qualifications and Essential Requirements
Parsons is seeking highly qualified candidates with direct, hands-on experience in major construction project environments, preferably within airport or large-scale civil infrastructure projects.
The requirements include:
- A Bachelor's degree in Civil Engineering, Electrical Engineering, or a related field.
- A minimum of 7 to 10 years of practical experience in supervising the construction and implementation of dry utility systems, with a strong preference for candidates who have experience on airport projects or similar critical facilities.
- In-depth knowledge of international (e.g., IEEE, NFPA standards) and local codes and standards related to the installation of airfield utility systems.
- Strong skills in reading and interpreting complex engineering drawings and tender documents.
- Excellent proficiency in relevant computer software (e.g., MS Office, project management software, basic CAD applications).
- Strong communication and interpersonal skills, with the ability to work effectively within a multicultural and multinational team.
- Proficiency in written and spoken English (Arabic language skills are a distinct advantage).
- The ability to work on the project site in Riyadh, accounting for the required field work hours.
