Job Description and Key Responsibilities

The Country Strategy Consultant will be entrusted with a range of pivotal responsibilities, including:

• Strategy Development: Leading and facilitating the process of developing a national migration strategy or related sectoral strategies, in close coordination with relevant Qatari government counterparts and IOM partners.
• Analysis and Context: Conducting in-depth analysis of the national context in Qatar, including opportunities and challenges related to migration governance, labor markets, social inclusion, and migration-related sustainable development.
• Program Planning & Implementation: Providing technical advice on the design, review, and implementation of IOM programs and projects in Qatar to ensure their alignment with national strategies and international cooperation frameworks.
• Partnership Building: Strengthening and enhancing strategic partnerships with Qatari government ministries and agencies, academic institutions, civil society organizations, and the private sector.
• Reporting: Preparing high-quality analytical reports, strategic documents, presentations, and other materials to support decision-making at both the country and mission levels.
• Technical Support: Providing technical and advisory support to the IOM Qatar team on all matters related to strategic planning, monitoring, and impact evaluation.

Qualifications and Core Requirements

To be a qualified candidate for this distinguished opportunity, you must meet the following criteria:

• Educational Background: An advanced university degree (Master's or equivalent) in International Relations, Public Administration, Economics, International Development, Public Policy, or a closely related field.
• Professional Experience: A minimum of 7 years of proven professional experience in strategic planning, policy development, or management consulting, with a portion preferably gained in an international or UN agency context.
• Subject Matter Knowledge: In-depth understanding of international migration issues, migration governance, the 2030 Sustainable Development Agenda, and the Global Compact for Migration. Knowledge of the Gulf and Qatari context specifically is a significant advantage.
• Analytical Skills: Exceptional analytical and research skills, with the ability to analyze complex data and formulate practical strategic recommendations.
• Communication Skills: Excellent written and verbal communication skills in both English and Arabic, with the ability to draft official documents and liaise with stakeholders at various levels.
• Personal Competencies: Ability to work independently and effectively in a multicultural team environment, demonstrating flexibility and high professional integrity.
