Job Description and Key Responsibilities
The Estimation Manager will hold a pivotal role in the project preparation phase, ensuring financial accuracy and competitiveness. Core responsibilities will include:
- Leadership and Supervision: Leading and guiding the estimation team, delegating tasks, and ensuring adherence to the highest standards of quality and accuracy in all deliverables and reports.
- Bid and Tender Analysis: Conducting detailed reviews of tender documents (RFPs, contract conditions, engineering drawings) to determine the scope of work, technical specifications, and commercial requirements.
- Cost Estimate Development: Preparing comprehensive and accurate project cost estimates, encompassing material, labor, equipment, overhead, contractor profit, and potential risk costs. This requires close collaboration with project managers, engineers, and the procurement department.
- Pricing Strategy Management: Developing competitive pricing strategies that secure project awards while maintaining appropriate profit margins. This involves thorough market and competitor analysis.
- Bid Submission Preparation: Compiling and submitting professional, complete bid proposals within strict deadlines, ensuring full compliance with client specifications.
- Post-Project Financial Review: Participating in the financial performance analysis of completed projects, comparing actual costs against initial estimates to identify lessons learned and improve future processes.
- Client and Supplier Liaison: Representing the company in technical and commercial meetings with potential clients, suppliers, and strategic partners.
Essential Qualifications and Requirements
To be eligible for this leadership opportunity, candidates must meet the following criteria:
- Educational Background: A Bachelor's degree in Engineering (Civil, Mechanical, Electrical) or Business Administration with a focus on Finance or Project Management. A Master's degree or professional certifications (e.g., PMP, MRICS, CCE) are a significant advantage.
- Professional Experience: A minimum of 8 to 12 years of experience in quantity surveying and cost analysis, with proven experience in a leadership role (Manager or Team Lead) for at least 3 years. Experience must be within the construction, oil & gas, or infrastructure sectors.
- Technical Skills: Advanced proficiency in estimation and cost management software (e.g., CostX, Bluebeam, Planswift) and the Microsoft Office suite (especially Excel). In-depth knowledge of construction methodologies and market pricing within the Saudi and GCC markets.
- Personal Skills: Excellent leadership and management abilities, coupled with superior communication and negotiation skills in both Arabic and English. High attention to detail, ability to work under pressure, and strategic analytical thinking are essential.
