Job Overview

The Estimation & Tendering Manager will be responsible for leading and managing the complete process of cost estimation and tender preparation for major projects undertaken or pursued by the Group. This position plays a pivotal role in ensuring the company's competitiveness and operational efficiency, acting as the crucial link between strategic planning and practical execution. The Manager will operate in a dynamic, fast-paced environment, working closely with design, procurement, projects, and finance departments.

Key Responsibilities & Duties

• Leadership & Planning: Lead the estimation and tendering team. Develop and implement effective bid-winning strategies. Create detailed action plans for each tender.
• Accurate Estimation Preparation: Oversee the preparation of comprehensive and accurate project cost estimates (potentially covering construction, infrastructure, real estate development, or other investment projects) based on design documents and specifications.
• Tender Process Management: Manage the end-to-end tendering process, from initial project analysis and feasibility study, to preparing technical and commercial bid documents, through to final submission.
• Analysis & Evaluation: Conduct detailed risk and cost analysis. Scrutinize contract terms and conditions. Evaluate offers from vendors and subcontractors.
• Coordination & Communication: Coordinate with all internal departments (Engineering, Projects, Finance, Legal) to ensure consistency and integration of bid information. Represent the company in meetings with clients, government authorities, and contractors regarding tenders.
• Review & Negotiation: Review and analyze tender outcomes. Participate in post-submission negotiations to improve terms and secure the best possible deal for the company.
• Continuous Improvement: Develop and enhance the models, standards, and best practices used within the estimation and tendering department to boost efficiency and accuracy.

Qualifications & Requirements

• Educational Background: A Bachelor's degree in Engineering (Civil, Architectural, Mechanical) or in Business Administration or a related field. A Master's degree or professional certifications (e.g., RICS, CIOB) will be a strong added advantage.
• Work Experience: Minimum of 10 to 15 years of experience in cost estimation and tendering management, with a proven track record of at least 5 years in a leadership role (Manager or Head of Department) within a major projects environment, preferably in the GCC region and specifically Qatar.
• Technical Skills: Deep proficiency in cost estimation and project management software (e.g., Candy, Primavera P6, MS Project) and advanced Microsoft Office Suite. Comprehensive knowledge of Qatar's building and construction systems and regulations.
• Soft Skills: Excellent leadership and managerial abilities. Superior analytical and complex problem-solving skills. Exceptional written and verbal communication skills in both Arabic and English. Ability to work under pressure, meet strict deadlines, and handle challenges. Strong negotiation and persuasion skills.
• Knowledge: In-depth understanding of pricing mechanisms, cost analysis, risk management, and legal contract frameworks (e.g., FIDIC).
