Job Overview
The HSE Manager will occupy a strategic position within the company's organizational structure, serving as the primary authority responsible for developing, implementing, and monitoring all HSE systems and procedures. The core objective of this role is to foster a completely safe working environment for all, minimize risks, and ensure the company's full adherence to applicable local and international laws, regulations, and industry best practices within the UAE.
Key Responsibilities and Duties
- Lead the development and implementation of the company's HSE strategy and policy in alignment with its operational objectives.
- Design and deliver comprehensive training programs for all employees and contractors on safety procedures and emergency protocols.
- Conduct regular inspections and audits of sites and projects to identify potential hazards and ensure compliance.
- Investigate all incidents, accidents, and near-misses to determine root causes and develop corrective and preventive action plans.
- Prepare and update HSE performance and compliance reports for senior management review.
- Oversee environmental risk assessments and ensure the implementation of sustainable practices at work sites.
- Act as the main point of contact with relevant government authorities (e.g., Ministry of Human Resources & Emiratisation, local municipalities) regarding safety permits and requirements.
- Manage a team of HSE officers and supervisors.
- Stay abreast of the latest HSE legislation, trends, and technologies.
Essential Qualifications and Requirements
- Bachelor's degree in Engineering (Civil, Mechanical, Industrial) or Environmental Science/Safety-related field.
- A recognized professional certification in Health and Safety (e.g., NEBOSH IGC, IOSH Managing Safely, or equivalent). Advanced certifications (e.g., NEBOSH Diploma) are a strong advantage.
- A minimum of 8 to 10 years of practical experience in HSE management, with a strong focus on the construction and contracting sector.
- In-depth knowledge of HSE systems and procedures applicable in the UAE (municipal laws, OSHAD framework in Abu Dhabi, etc.).
- Excellent leadership and managerial skills with the ability to motivate teams and enforce policies.
- Superior written and verbal communication skills in both English and Arabic.
- Strong analytical skills and the ability to prepare complex technical reports.
- Assertive personality with the ability to make decisions under pressure.
