As part of its expanding operations and unwavering commitment to the highest standards of quality and safety, Parsons Corporation is seeking to hire an HSE Manager (Health, Safety, and Environment Manager) to join its teams in Riyadh, Kingdom of Saudi Arabia.

Job Description and Responsibilities

The HSE Manager will hold a critical leadership position, bearing full responsibility for developing, implementing, and monitoring Health, Safety, and Environment strategies and systems at the project site or across a portfolio of projects. He/She will work closely with management teams and contractors to ensure a safe work environment that complies with all local and international regulations.

Key responsibilities include, but are not limited to:

  • Leading and fostering a strong safety culture on the project site, emphasizing safety as a core, non-negotiable value.
  • Developing and implementing comprehensive HSE plans and procedures that align with company standards (e.g., Parsons Zero Incident Program), industry standards (e.g., ISO 45001, ISO 14001), and Saudi regulations (e.g., GACA, NRRC regulations depending on project nature).
  • Conducting regular site inspections and audits to identify potential hazards and ensure compliance, preparing detailed reports with corrective recommendations.
  • Leading investigations into incidents and near-misses to determine root causes and establish corrective and preventive actions to prevent recurrence.
  • Developing and delivering effective training programs for all employees and contractors on safety policies, procedures, site-specific hazards, and the use of Personal Protective Equipment (PPE).
  • Managing a team of safety officers/specialists, providing guidance and supervision for their performance.
  • Preparing and presenting periodic HSE performance reports to company management, highlighting Key Performance Indicators (KPIs), trends, and areas for improvement.
  • Acting as the primary liaison with Saudi government regulatory authorities regarding safety and environmental licensing and compliance matters.
  • Ensuring emergency preparedness and effective response by developing and testing emergency plans.

Qualifications and Requirements

This leadership role requires a candidate with deep and proven experience in HSE management, particularly within the construction, infrastructure, or major engineering projects sector.

Essential Requirements:

  • A Bachelor’s degree in Engineering (Civil, Mechanical, Industrial), Environmental Science, Occupational Health & Safety, or a related field. A Master’s degree or advanced certifications are a strong advantage.
  • A recognized professional certification in Health and Safety such as NEBOSH International Diploma, CSP (Certified Safety Professional), or equivalent.
  • A minimum of 10 to 15 years of practical experience in HSE, with at least 5 years in a leadership role (Manager or Head of Department) on major construction or engineering projects.
  • In-depth knowledge of HSE regulations and systems in the Kingdom of Saudi Arabia, as well as international standards.
  • Hands-on experience in implementing safety management programs like "Safety First" or "Zero Incident."
  • Excellent leadership and management skills with the ability to motivate teams and influence organizational culture.
  • Strong communication and interpersonal skills (written and verbal) in both Arabic and English.
  • Ability to analyze data and prepare and present complex reports to senior management.
  • Flexibility to work on the project site and conduct regular inspection tours.
