Job Description
The HSE Officer will play a central role in ensuring full compliance with all applicable local and international Health, Safety, and Environment standards on the project site. Reporting to the HSE Manager, the officer will be responsible for the day-to-day implementation of safety policies and procedures. Key responsibilities include:
- Daily monitoring of the work environment to ensure safety procedures are implemented and adhered to by all employees and contractors.
- Conducting regular inspections of equipment, machinery, and processes to ensure they are safe and hazard-free.
- Participating in risk assessments and developing control measures and plans to prevent accidents.
- Investigating any incidents or near-misses, identifying root causes, preparing detailed reports, and recommending corrective actions to prevent recurrence.
- Ensuring the availability and correct use of appropriate Personal Protective Equipment (PPE) by everyone on site.
- Organizing and delivering safety induction and training sessions for new and existing staff.
- Maintaining up-to-date records and periodic reports of HSE activities as per company and regulatory requirements.
- Collaborating with various project departments to promote a strong safety culture in the workplace.
- Reviewing emergency and evacuation plans and ensuring their effectiveness through participation in regular drills.
Requirements and Qualifications
To qualify for this position, you must meet the following criteria:
- Educational Qualification: A Bachelor's degree in Engineering (Civil, Mechanical, Electrical) or a related Science field, or a recognized diploma in Health, Safety, and Environment.
- Professional Certification: A NEBOSH IGC certification is considered a key and strong advantage. Other recognized HSE certifications (e.g., IOSH) will be highly regarded.
- Experience: Minimum of 3 to 5 years of practical experience in a similar role as an HSE Officer or Supervisor, preferably within the construction or major engineering projects sector, especially in high-tech infrastructure or facility projects like data centers.
- Knowledge: In-depth knowledge of local Saudi Arabian safety regulations and procedures (e.g., SASO, Civil Defense requirements) and international standards (OSHA, ISO 45001, ISO 14001).
- Skills:
- Excellent communication and interpersonal skills (verbal and written) in both Arabic and English.
- Ability to work under pressure in a dynamic, fast-paced environment.
- Strong analytical skills for problem-solving and decision-making.
- Ability to conduct training and awareness sessions effectively.
- Good working knowledge of computer applications (Microsoft Office suite).
