Job Description and Key Responsibilities
The appointed HSE / Safety Officer will be entrusted with the following core duties:
- Monitoring and Inspection: Conduct regular site inspections across various work locations (e.g., construction sites, industrial plants, commercial facilities) to ensure adherence to Health, Safety, and Environmental (HSE) procedures.
- Regulatory Compliance: Ensure all operations and activities comply with local Kuwaiti regulations and internationally recognized safety standards (such as OSHA or ISO 45001).
- Risk Assessment: Participate in identifying and evaluating potential workplace hazards and recommend appropriate corrective and preventive actions.
- Training and Awareness: Assist in developing and delivering training programs to enhance employee and worker awareness of safe work practices and emergency procedures.
- Reporting and Documentation: Prepare detailed reports on incidents or near-misses, analyze root causes, and maintain thorough records of all safety procedures and periodic checks.
- Equipment Checks: Verify that all equipment and Personal Protective Equipment (PPE) are compliant, available, and in good working condition.
- Safety Meetings: Attend and contribute to safety committee meetings, providing recommendations for continuous safety performance improvement.
- Emergency Planning: Contribute to reviewing and updating emergency response and evacuation plans.
Qualifications and Essential Requirements
To be eligible for this position, candidates must meet the following criteria:
- Educational Background: A Bachelor's degree in Engineering (Civil, Mechanical, Industrial, Chemical) or Environmental Sciences, or a specialized diploma in Occupational Health and Safety with equivalent experience.
- Professional Certifications: Possession of recognized safety certifications such as NEBOSH, IOSH, or a Certified Safety Technician credential is highly preferred.
- Work Experience: A minimum of 3 to 5 years of practical experience in a similar HSE Officer or Safety Supervisor role, preferably within the construction, oil & gas, or manufacturing sectors in the GCC region.
- Technical Knowledge: In-depth understanding of HSE Management Systems, procedures, and best practices.
- Personal Skills:
- Excellent communication and interpersonal skills (both verbal and written) in English; Arabic is a significant advantage.
- The ability to issue instructions confidently and enforce safety procedures when necessary.
- Strong analytical and problem-solving skills with sound decision-making ability.
- Keen attention to detail and a high degree of accuracy.
- Ability to work independently and as part of a team.
