Job Description and Key Responsibilities

The selected candidate will occupy a pivotal role in the project lifecycle, serving as the primary lead for managing and overseeing the preparation and submission of competitive proposals and tender bids for the company. Core responsibilities include:

• Leadership & Planning: Leading a cross-functional team in developing comprehensive and compelling technical and commercial proposals for engineering and construction projects in sectors such as oil & gas, power, infrastructure, or chemical industries.
• End-to-End Process Management: Overseeing the entire proposal process from the receipt of Request for Proposal (RFP)/Tender documents to the final submission, ensuring strict adherence to deadlines and the highest quality standards.
• Internal Coordination: Acting as the central liaison between various internal departments including Engineering, Procurement, Planning, Cost Estimation, Finance, and Legal to ensure all proposal components are integrated and consistent.
• Document Analysis: Conducting thorough analysis of client requirements and contractual conditions to identify risks, opportunities, and develop a winning strategy.
• Content Development: Supervising the drafting of all executive, technical, and commercial sections of the proposal, including methodology, schedule, pricing structure, and qualification documents.
• Cost Control: Collaborating with the estimation team to develop accurate and competitive cost estimates.
• Review & Quality Assurance: Ensuring all proposals undergo rigorous review cycles prior to submission for full compliance with client requirements and company policies.
• Post-Submission Analysis: Conducting analysis of submitted bids (both won and lost) to capture lessons learned and improve future processes.

Qualifications and Requirements

To be a successful candidate for this leadership role, you should meet the following criteria:

• Educational Qualification: A Bachelor's degree in Engineering (Mechanical, Electrical, Chemical, Civil, or related field) from a recognized university. A Master's degree in Business Administration or Project Management would be an added advantage.
• Professional Experience: Minimum 8 to 12 years of hands-on experience in preparing and managing proposals/tenders within the engineering and construction contracting sector, with proven experience in an oil & gas or power project environment.
• Leadership Experience: Prior experience in leading and managing a multidisciplinary proposal preparation team.
• Technical Knowledge: In-depth understanding of engineering project lifecycles, cost estimation practices, and common contractual terms (e.g., FIDIC).
• Personal Skills: Exceptional written and verbal communication skills in both Arabic and English. Strong negotiation, time-management, and ability to work under pressure to meet strict deadlines. Excellent analytical and strategic thinking abilities.
• Geographical Knowledge: Previous work experience in the Kuwaiti market or the wider GCC region is a significant advantage, including familiarity with local tendering procedures.
