Job Overview

The Liquidity Management & Financing Manager holds a pivotal role in safeguarding the organization's financial health. The successful candidate will be directly responsible for planning, monitoring, and executing all activities related to cash flow management, financing, and liquidity risk. This position operates at the intersection of daily financial operations and long-term strategic financial planning, requiring a comprehensive understanding of local and international financial markets, particularly within the context of the Gulf Cooperation Council (GCC) region.

Key Responsibilities and Duties

  • Cash Liquidity Management: Develop and implement effective liquidity management strategies to ensure sufficient cash availability for meeting operational and investment obligations at all times. This includes short-term and long-term cash flow forecasting.
  • Financing Planning & Execution: Identify corporate funding requirements and propose optimal methods to meet them, whether through bank facilities, sukuk/ bond issuance, or other money market instruments. Negotiate financing terms with financial institutions to optimize cost and structure.
  • Bank & Lender Relationship Management: Develop and maintain strong strategic relationships with local and international banks and other funding providers.
  • Financial Risk Management: Identify, assess, and mitigate risks associated with liquidity, interest rates, and foreign exchange. Establish and implement appropriate control policies and procedures.
  • Compliance & Reporting: Ensure full compliance with relevant local (e.g., Central Bank of Oman) and international regulations. Prepare accurate and timely reports on liquidity and financing status for senior management.
  • Leadership & Development: Lead and develop the Liquidity & Financing team, fostering a culture of excellence and innovation.

Essential Qualifications and Requirements

  • Academic Qualification: A Bachelor's degree in Finance, Accounting, Business Administration, or a related field. A Master's degree (e.g., MBA, MSc in Finance) or recognized professional certifications (e.g., CFA, CPA, ACT) is a significant advantage.
  • Professional Experience: Minimum 8-10 years of experience in treasury management, corporate finance, or liquidity management, with a substantial portion in a leadership role. Experience in the Gulf Cooperation Council (GCC) markets, preferably in Oman, is considered essential and required.
  • Technical Skills: Advanced proficiency in financial cash flow modeling, data analysis, and the use of Enterprise Resource Planning (ERP) systems like SAP or Oracle. Deep knowledge of money market instruments and funding avenues.
  • Personal Skills: Excellent leadership, analytical, and proactive skills. Ability to communicate effectively with all levels of management and external parties. High degree of accuracy, attention to detail, and the ability to work under pressure.
  • Market Knowledge: A thorough understanding of the regulatory and economic environment in Oman and the Gulf region.
