Job Description

The Procurement Officer will hold a pivotal role within the organizational structure, responsible for managing purchasing and supply operations to ensure the organization acquires required goods and services with high quality, in a timely manner, and at the best possible cost. The officer will report to the department or procurement manager and collaborate closely with various internal departments to meet their operational needs.

Key Responsibilities and Duties:

  • Purchase Process Management: Oversee the complete procurement cycle from receiving Purchase Requests (PRs) to goods receipt and payment.
  • Supplier Sourcing: Identify, evaluate, and qualify new local and international suppliers, building strategic working relationships with them.
  • Tenders and Bids: Prepare Request for Quotation (RFQ) and Request for Proposal (RFP) documents, analyze incoming bids, and conduct negotiations to secure the best commercial terms.
  • Negotiations and Contracting: Negotiate prices, delivery terms, and payment conditions with suppliers; prepare and draft purchase contracts.
  • Quality and Delivery Monitoring: Track Purchase Orders (POs) to ensure compliance with agreed specifications and delivery schedules.
  • Supplier Management: Maintain an updated supplier database and conduct periodic performance evaluations.
  • Compliance and Adherence: Ensure all procurement activities comply with internal policies, procedures, and applicable laws and regulations in the State of Kuwait.
  • Reporting: Prepare periodic reports on procurement activity, budget, and performance.

Requirements and Qualifications

To qualify for this position, you must meet the following criteria:

Educational Qualifications:

  • A Bachelor’s degree in Business Administration, Supply Chain, Engineering, or a related field.
  • Professional certifications in procurement or supply chain (e.g., CIPS) will be a strong advantage.

Work Experience:

  • A minimum of 3 to 5 years of practical experience in procurement or supply, preferably in fast-growing sectors or large institutions.
  • Proven experience in managing tenders and negotiating with suppliers.
  • Good knowledge of local and international supplier markets.

Personal and Professional Skills:

  • Excellent communication and negotiation skills in both Arabic and English.
  • Strong analytical and data-driven decision-making abilities.
  • Accuracy, attention to detail, and the ability to work under pressure.
  • High organizational and time management skills.
  • Proficiency in computer software (Microsoft Office Suite) and Enterprise Resource Planning (ERP) systems related to procurement modules.
  • Integrity and transparency in dealings.
