Job Description and Key Responsibilities
The Program Director will hold a pivotal leadership role, bearing ultimate responsibility for the comprehensive planning, execution, and financial and administrative oversight of a portfolio of complex, large-scale projects within the industrial and manufacturing domain. Key responsibilities include:
- Strategic Leadership: Develop the overarching vision and strategy for the industrial program, ensuring alignment with both corporate and client strategic objectives.
- Integrated Management: Oversee all facets of the program, including the management of multiple constituent projects, planning, scheduling, budgeting, cost control, and risk management.
- Quality & Safety Assurance: Assume full responsibility for achieving the highest standards of quality and Health, Safety, and Environment (HSE) performance throughout the program lifecycle, ensuring strict adherence to local and international regulations and specifications.
- Stakeholder Management: Act as the primary interface between the company and the client, contractors, vendors, and relevant government authorities, ensuring effective communication and expectation management.
- Technical Leadership: Provide technical guidance and supervision to multidisciplinary engineering teams, ensuring the application of industry best practices and engineering standards in industrial and manufacturing projects.
- Financial Management: Prepare and monitor annual budgets and cost estimates, ensure execution within approved budgets, and achieve the program's targeted profitability.
- Team Development: Lead and develop a large, multinational team, fostering a collaborative work environment that encourages innovation and excellence.
Qualifications and Requirements
To qualify for this senior leadership role, candidates must meet the following criteria:
- Educational Background: A Bachelor's degree in Engineering (Civil, Mechanical, Chemical, Industrial, or a related field) from an accredited university. A Master's degree in Business Administration (MBA) or Project Management is a strong advantage.
- Professional Certification: A recognized project management certification such as PMP (Project Management Professional) or PgMP (Program Management Professional) from PMI is highly desirable, if not required.
- Work Experience: A minimum of 15 to 20 years of progressive experience in managing major projects and programs within the industrial and manufacturing sector, with a focus on areas such as factories, industrial complexes, industrial site infrastructure, or refinery/petrochemical projects (a plus).
- Regional Experience: Proven hands-on experience managing and delivering major projects within the Saudi market or the GCC region in general, with a deep understanding of the regulatory and cultural environment.
- Leadership Skills: Exceptional leadership abilities, with a proven track record of motivating large teams and making strategic decisions under pressure.
- Financial Acumen: Strong experience in budgeting, financial analysis, and cost control for mega-projects.
- Technical Skills: In-depth knowledge of engineering principles, industrial facility design, construction processes, and resource planning.
- Language: Excellent written and spoken English proficiency. Knowledge of Arabic is a distinct advantage.
