Senior Cost Control Engineer - Hill International (Middle East) Ltd.

Job Description & Key Responsibilities
The Senior Cost Control Engineer will be primarily responsible for overseeing all financial and cost aspects of major construction and development projects managed by the company. In this critical technical role, the core responsibilities will include:
- Developing and implementing precise control systems to monitor and manage project budgets.
- Preparing periodic cost reports (weekly, monthly, quarterly) and analyzing variances against the approved budget.
- Working closely with Project Managers and the engineering team to provide financial forecasts and identify potential risks.
- Reviewing and evaluating contractor payment applications and invoices to ensure accuracy and contractual compliance.
- Performing Earned Value Analysis (EVA) to assess project performance regarding schedule and cost.
- Contributing to the preparation of cost estimates for various project stages, from initial planning to final delivery.
- Ensuring compliance with company policies, procedures, and relevant local/international standards for project financial reporting.
- Providing management with recommendations for corrective actions to control costs and prevent budget overruns.
Qualifications & Essential Requirements
To qualify for this important technical role, candidates must meet the following criteria:
- Educational Background: A Bachelor's degree in Engineering (Civil, Structural, Mechanical) or in Business Administration with a focus on Finance or Accounting. A Master's degree or relevant professional certifications (e.g., CCP, EVP) is a strong advantage.
- Experience: Minimum of 7 to 10 years of hands-on experience in project cost control, with a strong focus on the construction, infrastructure, or facilities management sector. Experience must include working on large-scale, technically complex projects.
- Technical Skills:
- Advanced proficiency in cost control and project management software such as Primavera P6, MS Project, and ERP systems like SAP or Oracle.
- Excellent data analysis skills and advanced competency in Microsoft Excel (formulas, PivotTables, charts).
- In-depth understanding of project management principles (PMI) and performance measurement techniques.
- Personal Skills: Strong communication and presentation abilities, high analytical and inferential skills, and the capacity to work under pressure and meet challenges. The ideal candidate will possess meticulous attention to detail and accuracy.
