Senior Cost Manager - Aviation Infrastructure (Oman)

Job Overview
The Senior Cost Manager will be responsible for leading and overseeing all aspects of cost and commercial management for major aviation sector projects. You will operate in a fast-paced environment, collaborating closely with project teams, clients, and contractors to ensure project objectives are met within budget and to the highest quality standards.
Key Responsibilities and Duties
- Lead and develop cost management strategies for aviation infrastructure projects (e.g., airports, control towers, terminals, runways, maintenance facilities).
- Prepare and analyze accurate cost estimates throughout all project stages, from initial design to final delivery.
- Manage the tendering process, including preparation of tender documents, evaluation of contractor submissions, and contract negotiation.
- Monitor and track actual costs against approved budgets, preparing periodic variance reports and financial forecasts.
- Oversee quantity surveying activities and review contractors' payment applications.
- Manage variations and changes in scope, assessing their financial impact and negotiating settlements.
- Provide strategic advice to senior management and the client regarding financial risks and value improvement opportunities.
- Ensure compliance with company standards, financial policies, and local regulations.
- Lead, mentor, and develop a small team of cost engineers.
Essential Qualifications and Requirements
- Bachelor's degree in Engineering (Civil, Structural), Architecture, or a related field. A Master's degree or professional certifications (e.g., MRICS, CCE) are a distinct advantage.
- Minimum of 12 to 15 years of proven experience in cost and quantity surveying management, with a strong focus on aviation infrastructure or major civil construction projects.
- Demonstrated experience working in a consultancy or with a main contractor on large-scale projects valued in the hundreds of millions of dollars.
- In-depth knowledge of international measurement standards and methodologies (e.g., NRM, POMI, CESMM) and best practices in cost management.
- Excellent proficiency in cost management software and tools (e.g., CostX, Candy, or similar).
- Strong leadership skills and the ability to manage and motivate teams in a multicultural environment.
- Exceptional communication and interpersonal skills (verbal and written) in both English and Arabic.
- Ability to manage multiple priorities and work under pressure to meet deadlines.
