Job Description and Key Responsibilities

The Senior Proposals Engineer will be responsible for a range of critical tasks that form the backbone of the new project acquisition process. Working within a specialized team, they will translate client requirements into compelling and profitable proposals. Core responsibilities include:

• Leading Proposal Preparation: Overseeing the end-to-end preparation of bids for engineering and contracting projects, from the initial tender receipt stage to the final submission.
• Cross-Departmental Coordination: Acting as a central liaison between various departments such as Engineering, Procurement, Finance, and Operations to ensure accurate gathering of all technical, logistical, and financial data and requirements.
• Tender Analysis and Study: Conducting thorough analysis of tender documents (RFP/RFQ), fully understanding technical specifications, requirements, and contract terms to define the scope of work, risks, and opportunities.
• Developing Technical and Financial Solutions: Contributing to preliminary engineering design solutions and detailed cost estimation, including costs for materials, labor, equipment, and engineering, in collaboration with subject matter experts.
• Technical Documentation Preparation: Writing and reviewing the technical sections of the proposal, ensuring compliance with specifications and clearly articulating the company's value proposition and capabilities.
• Schedule Management: Developing and implementing a realistic proposal preparation schedule to ensure strict adherence to tender submission deadlines.
• Quality Control and Review: Ensuring the accuracy and completeness of all proposal components before final submission, and conducting internal reviews to guarantee quality and competitiveness.
• Post-Submission Support: Providing necessary technical support after bid submission to address client clarifications or queries.

Qualifications and Requirements

To be a successful candidate for this role, you should meet the following criteria:

• Educational Qualification: A Bachelor's degree in Engineering (Civil, Mechanical, Electrical, or a related field) from an accredited university. A Master's degree will be an added advantage.
• Work Experience: Minimum 7 to 10 years of proven experience in proposal and tender preparation within the contracting or major engineering industry, with demonstrated experience on large-scale projects.
• Technical Skills:
  • Advanced proficiency in Microsoft Office Suite (especially Excel, Word, and PowerPoint).
  • Strong knowledge of planning and project software like MS Project or Primavera.
  • In-depth understanding of cost estimation fundamentals and project financial analysis.
  • Knowledge of contracting systems and practices in the Saudi and Gulf markets.
• Personal Skills:
  • Excellent written and verbal communication skills in both Arabic and English.
  • High ability to work under pressure and meet critical deadlines.
