Senior HSE Officer Job at APAVE Gulf (LLC) in Muscat, Oman
APAVE Gulf (LLC), a leading provider of standardization, consultancy, and training services in the fields of safety, quality, and environment, is currently recruiting for a Senior Health, Safety, and Environment (HSE) Officer to be based in their Muscat, Oman office. Job Description and Key Responsibilities
The Senior HSE Officer will be placed in a dynamic work setting, bearing the primary responsibility for ensuring full compliance with the highest applicable local and international Health, Safety, and Environment (HSE) standards. The core duties of this role include:
- Developing & Implementing HSE Policies/Procedures: Formulating, reviewing, and updating project-specific safety plans and procedures to ensure their effectiveness and alignment with legislation and company standards.
- Auditing & Inspection: Conducting regular, comprehensive inspections and reviews of sites, equipment, and processes to identify potential hazards and ensure compliance. Preparing detailed reports on findings and recommending corrective actions.
- Risk Management: Identifying and assessing occupational and environmental hazards in the workplace. Developing and implementing effective risk control and mitigation plans.
- Training & Awareness: Designing and delivering training programs for all employees and contractors on proper HSE practices, emergency procedures, and the correct use of Personal Protective Equipment (PPE).
- Incident Investigation: Leading detailed investigations into any accidents, near-misses, or non-compliance events. Determining root causes and recommending preventive actions to avoid recurrence.
- Performance Monitoring: Collecting and analyzing HSE performance data and Key Performance Indicators (KPIs) to prepare reports for senior management on performance and areas for improvement.
- Legal Compliance: Remaining up-to-date with all local and international HSE-related laws, regulations, and specifications, and ensuring the company's adherence to them.
- Liaison & Coordination: Acting as the primary point of contact for all HSE matters with company management, employees, clients, contractors, and relevant regulatory bodies.
Qualifications and Requirements
To be eligible for this leadership role, you must meet the following criteria:
- Educational Qualification: A Bachelor's degree in Engineering (preferably Civil, Mechanical, or Industrial), Environmental Science, or any HSE-related field. Advanced certifications in HSE are a significant advantage.
- Professional Certifications: Possession of globally recognized certifications such as the NEBOSH International General Certificate (IGC) as a minimum. Certifications like the NEBOSH Diploma or ISO 45001/14001 Lead Auditor are highly competitive advantages.
- Work Experience: A minimum of 7 to 10 years of proven experience in Health, Safety, and Environment (HSE) management, with demonstrated experience in a lead or supervisory role. Experience in sectors such as Construction, Energy/Oil & Gas, or Infrastructure is highly preferred.
- Technical Knowledge: In-depth knowledge of HSE management systems (e.g., OHSAS 18001 / ISO 45001, ISO 14001), Omani and international safety legislation, and risk assessment methodologies (e.g., JSA, HAZOP).
- Personal Skills:
- Excellent leadership and supervisory skills.
- Outstanding written and verbal communication skills in both Arabic and English.
- Strong analytical and problem-solving abilities.
- Ability to work under pressure and manage multiple priorities.
- High degree of integrity and professionalism.
