Job Overview

The Senior Program Manager holds a pivotal leadership role, bearing full responsibility for the planning, execution, monitoring, and evaluation of programs or a portfolio of projects aligned with specific strategic objectives. Within the context of "Tawteen," which is presumed to focus on localization (Tawteen) and national development programs, the incumbent will be responsible for ensuring initiatives are delivered effectively and efficiently, adhering to the highest standards of quality and alignment with national vision.

Key Expected Responsibilities and Duties

Based on the nature of the senior title, core responsibilities include:

  1. Leadership & Strategic Planning: Lead the program management team and develop detailed strategic plans, including defining scope, objectives, budgets, timelines, and benchmarks.
  2. Program Lifecycle Management: Oversee all program phases from initiation and planning through execution, monitoring, and closure, proactively managing risks and challenges.
  3. Stakeholder Management: Build and maintain strong relationships and effective communication with all internal and external stakeholders, including senior management, partners, vendors, and government entities.
  4. Team & Performance Management: Guide and lead multiple project teams, delegate tasks, ensure effective collaboration, and evaluate performance.
  5. Monitoring & Reporting: Track program progress against Key Performance Indicators (KPIs) and prepare detailed periodic reports for senior management on status, risks, and achievements.
  6. Quality Assurance & Compliance: Ensure all program activities comply with internal policies, regulatory standards, and applicable laws in the Sultanate of Oman.
  7. Process Improvement: Identify opportunities for improvement in program management processes and procedures and propose and implement appropriate solutions.

Essential Qualifications and Requirements

To apply for this leadership position, candidates must possess the following:

  • Educational Qualification: A Bachelor's degree in Business Administration, Engineering, or a related field. A Master's degree (e.g., MBA) or recognized professional certifications is a strong competitive advantage.
  • Work Experience: Proven experience of at least 8 to 10 years in managing complex programs or projects, with a track record in leadership positions. Experience in national development, localization (Emiratization/Omanization), or management consulting sectors will be highly valued.
  • Professional Certifications: Preference will be given to candidates holding recognized project management certifications such as PMP (Project Management Professional) or PgMP (Program Management Professional) from the Project Management Institute (PMI).
  • Technical Skills: Excellent command of project management tools and techniques (e.g., MS Project, Jira, Asana) and the Microsoft Office suite.
  • Soft Skills: Exceptional leadership and managerial skills with the ability to motivate and guide teams towards goal achievement. Excellent written and verbal communication skills in both Arabic and English. Strong analytical, problem-solving, and decision-making abilities. Capability to work under pressure and manage multiple priorities.
