Job Description and Key Responsibilities

The Tendering Manager will occupy a pivotal role within the company's organizational structure, serving as the primary lead for the entire tender lifecycle management. Core responsibilities include:

  • End-to-End Tender Management: Overseeing the complete process of tender preparation and submission, from identifying suitable opportunities, studying Request for Proposal (RFP) documents for major projects, to compiling comprehensive and competitive technical and financial bids.
  • Cross-Departmental Coordination: Working closely with internal departments such as Engineering, Sales, Finance, Operations, and Legal to ensure the accuracy and efficiency of submitted proposals.
  • Vendor and Subcontractor Management: Sourcing new partners, evaluating their competencies, and negotiating optimal terms to ensure successful project execution in the event of winning the tender.
  • Risk and Cost Analysis: Conducting thorough risk analysis associated with each tender and providing accurate cost estimations to ensure project profitability.
  • Compliance Assurance: Ensuring all bids and processes adhere to the company's internal policies, quality standards, and local regulatory frameworks in Oman.
  • Post-Submission Follow-up: Tracking the status of submitted bids, preparing for client negotiations, and assisting in final contract preparation.

Qualifications and Essential Requirements

To be eligible for this leadership opportunity, candidates must meet the following criteria:

  • Educational Background: A Bachelor's degree in Engineering (Civil, Mechanical, Electrical), Business Administration, or a related field. A higher degree (MBA) or professional certifications (such as CIPS) will be a strong added advantage.
  • Professional Experience: A minimum of 8 to 10 years of proven experience in tender and procurement management, with a focus on large-scale projects in sectors like construction, infrastructure, or industry. Prior experience in the Omani or GCC market is a significant advantage.
  • Technical Skills: Excellent proficiency in relevant computer software (Microsoft Office Suite, tender management software), and a deep understanding of Omani tender laws and regulations.
  • Personal Skills: Excellent leadership and managerial abilities, along with superior communication and negotiation skills (both verbal and written) in English. Arabic language skills are highly beneficial. The ideal candidate must possess the ability to work under pressure, make sound decisions, and manage multi-disciplinary teams.
