Job Description & Key Responsibilities

The Aviation Specialist Manager will assume a critical leadership role, overseeing complex and vital aviation infrastructure projects. Core responsibilities will include:

• Strategic Leadership & Planning: Leading a specialized team of aviation engineers and experts. Developing strategic and execution plans for airport infrastructure or related aviation facility projects.
• Project Management: Providing full lifecycle project oversight, from initial planning through final delivery, ensuring strict adherence to the highest standards of quality, safety, schedule, and budget.
• Compliance & Standards: Ensuring all designs and operations comply with local and international aviation regulations and standards (e.g., Saudi General Authority of Civil Aviation (GACA), International Civil Aviation Organization (ICAO)).
• Stakeholder Coordination: Acting as the primary interface between Parsons, clients (such as government entities or airport operators), contractors, regulatory bodies, and other consultants.
• Design & Specification Review: Reviewing and evaluating engineering plans, designs, and technical specifications related to runways, terminals, air traffic control systems, navigation aids, and safety facilities.
• Quality Assurance & Risk Management: Implementing rigorous QA/QC and risk management programs to proactively identify potential challenges and mitigate their impact.
• Continuous Development: Remaining abreast of the latest developments, technologies, and trends within the global aviation industry.

Essential Qualifications & Requirements

To qualify for this leadership opportunity, candidates must meet the following criteria:

• Educational Background: A Bachelor's degree in Engineering (Civil, Structural, Mechanical, or a related field) from an accredited institution. A Master's degree in Project Management or Aviation Engineering is a strong advantage.
• Professional Experience: A minimum of 15 years of proven experience in aviation infrastructure project management or engineering, with a demonstrable track record of successfully delivering major, complex projects. Experience in the Middle East, particularly within Saudi Arabia, is highly desirable.
• Professional Certifications: A globally recognized project management certification (e.g., PMP) is highly preferred. Any additional specialized certifications in aviation or safety are advantageous.
• Leadership Skills: Proven ability to lead, motivate, and manage multidisciplinary teams in a dynamic, high-pressure environment.
• Technical Skills: In-depth knowledge of civil aviation standards, regulations, and best practices in airport design and operations.
• Communication Skills: Exceptional communication and interpersonal skills in both English and Arabic, with the ability to prepare and present complex technical reports and presentations.
