Chief Operating Officer at Oman Investment Authority

The Oman Investment Authority (OIA), the leading sovereign wealth fund of the Sultanate of Oman, is inviting applications for the position of Chief Operating Officer (COO). This represents an exceptional opportunity for highly experienced professionals to join the leadership of a pivotal national institution aimed at maximizing sustainable returns on state-owned assets and diversifying the Omani economy.

Job Overview

The Chief Operating Officer will be directly responsible for overseeing all operational aspects of the Authority, ensuring effective integration across its various departments and investment units. The role holder will be tasked with translating the Authority's strategic vision into actionable execution plans, with a focus on optimizing efficiency, managing risk, and enhancing institutional governance to the highest international standards. The COO will work closely with the Chief Executive Officer and Board members to drive growth and financial sustainability.

Key Responsibilities and Duties

  • Operational Leadership: Direct and unify operations across the Authority's diverse investment portfolios (Strategic Portfolio, Reserve Portfolio, etc.) to ensure alignment and goal achievement.
  • Strategic Execution: Lead the implementation of the Authority's long-term strategic plans, establishing Key Performance Indicators (KPIs) to monitor progress and ensure accountability.
  • Process Optimization: Review and enhance internal processes and systems (financial, technological, human resources, administrative) to increase effectiveness and reduce unnecessary costs.
  • Risk Management & Governance: Develop and implement robust frameworks for operational and financial risk management, ensuring compliance with local and international regulations and best-practice governance.
  • Team Leadership: Guide and develop senior management teams and staff, fostering a culture of excellence, innovation, and collaboration within the Authority.
  • Reporting: Provide accurate and transparent reports on operational and financial performance to the CEO and the Board.

Qualifications and Requirements

The Oman Investment Authority seeks candidates with a proven track record in senior executive leadership:

  • Academic Credentials: A Bachelor's degree in Business Administration, Finance, Economics, or a related field. A Master's degree (e.g., MBA) or professional certifications (e.g., CFA, CPA) are highly preferred.
  • Experience: Minimum of 15 years of progressive professional experience, with at least 8-10 years in senior leadership roles (as COO or equivalent) within major financial institutions, sovereign wealth funds, investment firms, or complex corporate environments.
  • Technical Knowledge: Deep understanding of financial markets, investment instruments, portfolio management, and operational practices in large financial institutions. Experience in digital transformation of operations is a significant advantage.
  • Leadership Skills: Proven ability to lead diverse, cross-functional teams, make strategic decisions under pressure, and manage organizational change.
  • Personal Skills: Excellent communication and interpersonal skills (verbal and written) in both Arabic and English, exceptional negotiation and analytical abilities, and high personal and professional integrity.

Job Location

The position will be based in Muscat, Sultanate of Oman. The role may require some domestic or international travel as per business needs.
