Commissioning Manager (Offshore) - ISS International SpA, Qatar
ISS International SpA, a prominent global provider of Engineering, Procurement, and Construction (EPC) services for major industrial projects, is recruiting for the position of Commissioning Manager (Offshore) in Qatar. This role presents a significant opportunity for highly experienced engineers and managers to join critical energy projects in the heart of the Arabian Gulf.
Job Description & Key Responsibilities
The Commissioning Manager will be stationed at an offshore project site and will be the primary authority for all activities related to pre-commissioning, commissioning, and final handover of facilities. Core responsibilities include:
- Leadership & Planning: Lead and coordinate the entire commissioning team. Develop and implement comprehensive Commissioning & Procedures (C&P) plans, detailed schedules, and budgets for the phase.
- Assurance & Safety: Ensure all commissioning activities are executed in strict compliance with technical specifications, stringent quality standards, and the highest Health, Safety, and Environment (HSE) protocols prevalent in the oil and gas industry.
- Integration & Testing: Oversee pre-commissioning activities such as cleaning, hydrostatic testing, and drying. Subsequently, lead the commissioning of equipment and systems to ensure operational readiness.
- Stakeholder Coordination: Act as the key interface between the EPC Contractor, the Client/Operator, subcontractors, and vendors to ensure seamless information integration and task execution.
- Troubleshooting: Identify technical or operational obstacles arising during the phase and lead proactive problem-solving efforts.
- Handover & Documentation: Ensure the completion of all documentation required for handover, including test dossiers, safety certificates, and operation manuals, leading to the final handover of the facility to the client.
Qualifications & Essential Requirements
To be a successful candidate for this leadership role, you must meet the following criteria:
- Educational Background: A Bachelor's degree in Mechanical, Electrical, Chemical Engineering, or a related engineering field.
- Work Experience: Minimum of 10-15 years of experience in the oil and gas industry, with a strong focus on managing the commissioning of offshore projects. Prior experience in a Commissioning Manager or Deputy Commissioning Manager role for major offshore projects is essential.
- Technical Knowledge: In-depth understanding of EPC project phases, offshore design, and international safety standards. Comprehensive knowledge of offshore platform systems such as processing, power, and control systems (DCS/ESD), and safety systems.
- Leadership Skills: Proven ability to lead and motivate a multicultural, multidisciplinary team in a high-pressure project environment.
- Organizational Skills: Exceptional organizational and planning skills, with the ability to manage multiple priorities and adhere to strict deadlines.
- Professional Certifications: Possession of recognized certifications in Project Management (e.g., PMP) or Safety Systems (e.g., NEBOSH) is highly advantageous.
- Language Proficiency: Excellent command of the English language, both written and spoken. Knowledge of Arabic will be an additional advantage.
