Job Description and Responsibilities

The appointed Cost Manager will be based in Dubai and will be responsible for a range of critical tasks that support project success. The core responsibilities expected for this role include:

  • Project Financial Management: Overseeing all financial and cost aspects of assigned projects, from initial estimation through to final close-out.
  • Budgeting and Control: Developing accurate project budgets and monitoring actual costs against approved budgets, identifying any variances and proposing corrective actions.
  • Bill of Quantities (BOQ) Management: Preparing and analyzing bills of quantities and specifications, and reviewing contractor and supplier tenders.
  • Valuation and Estimating: Estimating project costs at various stages, including preliminary and detailed design.
  • Reporting: Providing clear and periodic financial reports to company management and project clients, outlining cost performance and financial forecasts.
  • Financial Risk Management: Identifying and assessing potential financial risks on the project and developing mitigation plans.
  • Team Collaboration: Working closely with project managers, engineers, designers, and contractors to ensure alignment between technical and financial objectives.

Required Qualifications and Skills

To be a successful candidate for this position, you should meet the following criteria:

  • Academic Qualification: A Bachelor's degree in Engineering (Civil, Architecture), Quantity Surveying, Construction Management, or a related field. A postgraduate or professional certification (e.g., MRICS, CCE) is a strong advantage.
  • Work Experience: Minimum 8 to 10 years of experience in cost management or quantity surveying, with a proven background in the construction or major projects sector. Experience in the Middle East region, particularly in the UAE market, is a significant advantage.
  • Technical Skills: Advanced proficiency in cost management and estimating software (e.g., CostX, Candy, Primavera) and the Microsoft Office suite, especially Excel.
  • Soft Skills: Excellent leadership abilities, effective communication skills (verbal and written), and the capacity to work under pressure and meet challenges. Accuracy and attention to detail are paramount.
  • Language: Proficiency in written and spoken English is mandatory. Knowledge of Arabic is an additional advantage.
