HSE Officer Job in Kuwait - Engineering Sector
A prominent engineering firm operating in the State of Kuwait is currently seeking applications for the position of Health, Safety, and Environment (HSE) Officer. Job Description and Key Responsibilities
The HSE Officer will be stationed at a project site or within the company's main office and will be primarily responsible for ensuring full compliance with all local and international health, safety, and environmental regulations and policies. Key responsibilities include:
- Developing and Implementing HSE Management Systems: Contributing to the creation and execution of project-specific HSE plans and procedures, ensuring alignment with standards such as OHSAS 18001 or ISO 45001 and ISO 14001.
- Conducting Inspections and Monitoring: Performing regular inspection tours of work areas (workshops, construction sites, facilities) to verify the implementation of safety and environmental procedures, and to identify potential hazards and non-conformities.
- Risk Management and Assessment: Conducting Risk Assessments for various tasks and operations, and developing plans to control and minimize these risks.
- Training and Awareness: Organizing and delivering awareness sessions and training for employees and workers on safe work practices, the use of Personal Protective Equipment (PPE), and emergency procedures.
- Reporting and Incident Investigation: Preparing periodic reports on safety and environmental performance. Investigating any accidents or near-miss incidents to determine root causes and establish corrective and preventive actions to prevent recurrence.
- Review and Compliance: Reviewing Method Statements and ensuring they incorporate all safety considerations. Ensuring company and subcontractor compliance with all legal and regulatory requirements.
- Emergency Preparedness and Response: Assisting in the development of emergency response plans and organizing drills to ensure preparedness for any emergency situation.
Qualifications and Essential Requirements
To be a successful candidate for this role, you should meet the following criteria:
- Educational Qualification: A Bachelor's degree in Engineering (Civil, Mechanical, Chemical, or related field) or in Environmental Science, Occupational Health and Safety.
- Professional Certifications: Possession of recognized HSE certifications is a significant advantage, such as the NEBOSH International General Certificate (IGC), an IOSH certification, or equivalent internationally recognized credentials.
- Experience: A minimum of 3 to 5 years of practical experience in a similar role (HSE Officer or Supervisor) within the engineering, construction, or oil & gas sector. Experience on major construction or infrastructure projects is required.
- Knowledge: In-depth knowledge of Kuwait's HSE laws and regulations, as well as international standards.
- Personal Skills:
- Excellent communication and interpersonal skills (verbal and written) in both Arabic and English.
- Ability to lead, influence, and promote a strong safety culture.
- Strong analytical skills for risk assessment and report writing.
- Ability to work under pressure and manage priorities in a dynamic environment.
- Integrity, reliability, and a keen attention to detail.
