Manager, Compliance at the Islamic Development Bank

Job Description and Key Responsibilities

The Manager, Compliance will hold a pivotal role within the Bank's governance structure. They will be the primary officer responsible for leading, developing, and managing a comprehensive compliance framework that ensures the Bank's adherence to all relevant local and international laws, regulations, as well as internal standards, policies, and ethical guidelines. They will work closely with senior management and relevant board committees.

Core expected responsibilities include:

  • Leading the Compliance Division and developing its strategy in alignment with the Bank's strategic objectives.
  • Designing, implementing, and monitoring effective policies and procedures for managing compliance risks.
  • Providing advice and guidance to management and staff on regulatory and ethical compliance matters.
  • Conducting periodic compliance risk assessments and developing mitigation plans.
  • Ensuring compliance with Anti-Money Laundering and Counter-Terrorism Financing (AML/CFT) rules and international regulations such as those from the Basel Committee and the Financial Action Task Force (FATF).
  • Overseeing investigations into suspected violations of compliance rules.
  • Preparing comprehensive reports on the Bank's compliance status for the Board of Directors and relevant committees.
  • Developing and implementing training programs to promote a culture of compliance throughout the institution.
  • Staying abreast of local and international regulatory developments that may impact the Bank's operations.

Qualifications and Requirements

To be a successful candidate for this leadership role, you should meet the following criteria:

Academic Qualifications:

  • A Bachelor's degree in Law, Finance, Accounting, Business Administration, or a related field. A Master's degree or an advanced professional certification (such as Certified Public Accountant CPA, Certified Internal Auditor CIA, or Certified Compliance Professional CC) is a significant advantage.

Professional Experience:

  • Minimum of 10-12 years of experience in compliance, risk management, internal audit, or legal affairs within the financial services sector or international banking institutions.
  • Proven experience in leading compliance teams and managing compliance programs in a large, complex organization.
  • In-depth knowledge of international financial regulations, particularly those related to multilateral development banks and/or Islamic finance.
  • Strong understanding of corporate governance principles and business ethics.

Personal and Professional Skills:

  • Excellent leadership and managerial skills with the ability to motivate a team and influence stakeholders at all levels.
  • High-level analytical and investigative skills.
  • Unimpeachable personal and professional integrity.
  • Outstanding written and verbal communication skills in both Arabic and English.
