Job Description and Key Responsibilities

The Program Director will hold a pivotal leadership position, bearing ultimate responsibility for the planning, execution, and management of a portfolio of major industrial and manufacturing projects or a complex program. Key responsibilities include:

  • Strategic Leadership: Defining the overall vision and strategy for the program or project portfolio, ensuring alignment with client objectives and Parsons' strategic goals.
  • End-to-End Performance Management: Assuming full accountability for program success, encompassing financial (budget, cost, profit), quality, schedule, safety, and client satisfaction metrics.
  • Team Leadership and Coordination: Leading and directing a large, multidisciplinary team comprising project managers, engineers, construction specialists, and functional support. This also involves coordinating with all internal and external stakeholders, including clients, contractors, and regulatory authorities.
  • Risk Management: Proactively identifying, assessing, and mitigating risks across all phases of the program, from initial planning through final delivery and commissioning.
  • Quality and Compliance Assurance: Ensuring all program work is executed to the highest international standards, contract specifications, and local Saudi regulations, with a strong emphasis on Health, Safety, and Environmental (HSE) protocols.
  • Reporting and Communication: Preparing and presenting detailed periodic reports on progress, financial performance, risks, and issues to Parsons senior management and the client.

Requirements and Qualifications

To qualify for this senior leadership role, candidates must meet the following criteria:

  • Educational Background: A Bachelor's degree in Engineering (Civil, Mechanical, Industrial, Chemical) or a related field. A Master's degree in Business Administration (MBA) or Project Management is a significant advantage.
  • Professional Experience: A minimum of 15 to 20 years of proven experience in managing complex, large-scale projects or programs, with a strong and consistent focus on the Industrial and Manufacturing sector. Relevant areas include factories, industrial complexes, related infrastructure projects, energy, and petrochemicals.
  • Professional Certification: A globally recognized project management certification such as PMP (Project Management Professional) from the Project Management Institute (PMI), or its equivalent, is typically essential.
  • Leadership Skills: Demonstrated ability to lead, motivate, and manage large, multicultural teams in a mega-project, high-pressure environment.
  • Financial and Commercial Acumen: Deep understanding of financial principles, budgeting, cost control, and contract management.
  • Technical and Logistical Expertise: Thorough knowledge of industrial project development phases, from design and engineering through procurement, construction, installation, and commissioning.
  • Language Proficiency: Fluency in English, both written and spoken, is mandatory. Proficiency in Arabic is a strong additional advantage in the Saudi market.
