The Oman Investment Authority (OIA), the sovereign wealth fund and investment arm of the Government of the Sultanate of Oman, is inviting applications for a senior leadership position: Project Governance and Readiness Lead. Job Overview

The Project Governance and Readiness Lead will be responsible for leading, developing, and enhancing the project management governance frameworks within the Authority. The role focuses on ensuring that all investment and development projects are subjected to the highest standards of planning, review, and approval before commencement, thereby maximizing return on investment and minimizing risk. This position operates at the core of the Authority's strategic processes, working closely with various executive departments and project management teams.

Key Responsibilities and Duties

  • Lead the Development and Enhancement of Project Governance Frameworks: Design, review, and improve policies, procedures, and standards for managing the entire project lifecycle, from ideation to final delivery and evaluation.
  • Manage Project Review and Approval Process: Oversee the formal process for reviewing new investment project proposals, ensuring the completeness of all feasibility studies, financial analyses, and risk assessments before they are escalated for senior approval.
  • Ensure Project Readiness: Develop and implement tools and criteria to measure project "readiness" prior to launch, including resource (financial and human) availability, scope clarity, design stability, and completion of all legal and regulatory approvals.
  • Capability Building and Guidance: Provide guidance and advisory support to project managers and teams on governance best practices and the preparation of project documentation according to required standards.
  • Reporting to Senior Stakeholders: Develop and present clear, comprehensive periodic reports to boards and senior committees on portfolio status, compliance with governance frameworks, and any key risks or challenges.
  • Monitoring and Compliance: Monitor the compliance of ongoing projects with approved governance frameworks and ensure the implementation of any recommendations from phase-gate reviews.

Required Qualifications and Skills

  • Academic Qualification: A Bachelor’s degree in a relevant field such as Business Administration, Engineering, Finance, or Project Management. A Master’s degree (e.g., MBA) or advanced professional certifications is a significant advantage.
  • Professional Experience: Minimum 8-10 years of experience in project management or project governance, with a substantial portion in leadership or supervisory roles. Experience in the investment, financial sector, or with major infrastructure projects is preferred.
  • Professional Certifications: A recognized professional certification in project management such as PMP (Project Management Professional) or PRINCE2. Certifications in governance or risk management are a strong plus.
  • Technical Skills: Strong proficiency in project management tools (e.g., MS Project) and data analysis tools. Deep understanding of project governance models and frameworks (e.g., PMI's PMBOK).
  • Personal Skills: Excellent leadership and advisory skills. Superior communication, influencing, and report-writing abilities for complex information. Critical analytical thinking and complex problem-solving skills. Accuracy and strong attention to detail.
