Job Description and Key Responsibilities
The Senior HSE Coordinator will hold a critical on-site role, responsible for overseeing the implementation and adherence to all HSE systems and procedures. The core responsibilities include:
- Oversight and Enforcement: Monitoring and enforcing project HSE programs to ensure full compliance with local Saudi regulations (such as SAMI regulations, and general civil defense rules), Parsons' corporate standards, and internationally recognized best practices.
- Inspection and Auditing: Conducting regular and surprise inspections and audits of all project facilities and activities to identify potential hazards or non-conformances. Preparing detailed reports and ensuring timely corrective and preventive actions are implemented.
- Training and Awareness: Assisting in developing and delivering HSE training and awareness programs for project staff and subcontractors. Topics will include safety policies, specific job hazards, proper use of Personal Protective Equipment (PPE), and emergency response procedures.
- Reporting and Analysis: Collecting and analyzing data on incidents, injuries, and near-misses. Preparing monthly and quarterly HSE performance reports for project management, highlighting trends and recommending continuous improvement initiatives.
- Incident Management: Participating in incident investigations to determine root causes and develop action plans to prevent recurrence.
- Liaison and Coordination: Acting as the primary point of contact for HSE matters between project management, subcontractors, and local regulatory bodies. Promoting a positive and proactive safety culture across the entire worksite.
- Plan Review: Reviewing subcontractors' method statements and safety plans to ensure their adequacy and effectiveness before work commences.
Qualifications and Essential Requirements
To be successful in this leadership role, candidates must meet the following criteria:
- Educational Background: A Bachelor's degree in Engineering (Civil, Mechanical, Industrial) or Science (Environmental Health, Occupational Safety) or a related field. Advanced certifications in HSE are a significant advantage.
- Professional Certifications: A recognized professional certification in Health and Safety (e.g., NEBOSH International General Certificate, IOSH Managing Safely, or equivalent). Knowledge of Saudi Arabian safety regulations is essential.
- Work Experience: A minimum of 8 to 10 years of direct HSE coordination/management experience, with a strong focus on the construction and infrastructure sector. Experience must include working on large-scale projects (industrial, oil & gas, building construction, roads, and bridges).
- Personal Skills: Proven leadership and team spirit. Excellent communication and interpersonal skills (both verbal and written) in English; Arabic is a strong plus. The ability to influence and gain commitment to safety standards from all workforce levels. Strong analytical skills for risk assessment and problem-solving.
- Technical Knowledge: In-depth knowledge of safety management systems (e.g., ISO 45001). Proficiency in using Microsoft Office Suite (particularly Excel, Word, PowerPoint) for preparing presentations and reports.
