Job Description and Key Responsibilities

The Senior HSE Engineer will assume a leadership role in developing, implementing, and monitoring the company's Health, Safety, and Environmental management systems across its projects. The core responsibilities for this position include:

  • Leading and implementing HSE strategies and policies in alignment with international standards (such as OHSAS 18001 / ISO 45001 and ISO 14001) and local Saudi regulations (e.g., SASO, Civil Defense requirements).
  • Conducting regular Risk Assessments and Root Cause Analysis for existing and planned projects, and establishing effective control and prevention plans.
  • Overseeing Audits & Inspections of project sites and facilities to ensure full compliance with all safety requirements.
  • Designing and implementing comprehensive training programs for all management levels, employees, and contractors to promote a strong safety culture and risk awareness.
  • Preparing periodic technical reports and Key Performance Indicators (KPIs) on safety performance for senior management, providing necessary recommendations for continuous improvement.
  • Acting as the primary liaison with relevant governmental and regulatory bodies concerning all licensing, environmental, and safety compliance matters.
  • Supervising the investigation of incidents and near misses, ensuring appropriate corrective and preventive actions are implemented.
  • Reviewing contractors' and partners' engineering plans and Method Statements to ensure all safety considerations are incorporated.

Qualifications and Essential Requirements

To be a successful candidate for this leadership role, you must meet the following criteria:

  • Educational Qualification: A Bachelor's degree in Engineering (preferably in Civil Engineering, Industrial Engineering, Occupational Health & Safety, or a related engineering field).
  • Professional Certifications: A recognized professional certification in Health and Safety (e.g., NEBOSH International Diploma, IOSH Managing Safely, or equivalent). A CSP (Certified Safety Professional) certification is a strong advantage.
  • Work Experience: Minimum 8 to 10 years of practical experience in HSE management systems, with a strong focus on the construction, building, or major engineering projects sector. Experience must include working in leadership or supervisory roles.
  • Technical Knowledge: In-depth knowledge of international safety management systems (OHSAS 18001 / ISO 45001) and environmental systems (ISO 14001), coupled with thorough familiarity with Saudi labor, safety, and environmental laws and regulations.
  • Personal Skills: Excellent leadership and supervisory capabilities, effective communication skills (verbal and written) in both Arabic and English, strong data analysis and complex report-writing abilities, and proficient negotiation and problem-solving skills.
