SME Development Manager at Oman Investment Authority

As part of its strategy to promote economic diversification and bolster local enterprises, the Authority is now inviting applications for the position of SME Development Manager at its headquarters in Muscat.

Job Overview

The SME Development Manager will be responsible for leading and executing strategic initiatives aimed at fostering and strengthening the Small and Medium-sized Enterprises (SME) sector in Oman. This sector is a vital engine for job creation, innovation, and GDP contribution, aligning with Oman's Vision 2040. The manager will operate within a dynamic team in a stimulating environment, engaging directly with decision-makers, entrepreneurs, and investors.

Key Responsibilities and Duties

  • Develop and implement comprehensive strategies and plans for the development and support of the SME sector, in collaboration with relevant departments within the Authority.
  • Identify opportunities and challenges facing entrepreneurs and SME owners in the Omani market, and design innovative programs and solutions to address them.
  • Oversee the design and rollout of financing initiatives, consultancy services, training, and mentorship programs offered by the Authority to support these enterprises.
  • Build and strengthen strategic partnerships with other government entities, financial institutions, business support organizations, and the private sector to create a supportive and integrated ecosystem.
  • Monitor and evaluate the performance of existing support programs and initiatives, measure their impact on the growth and success of beneficiary enterprises, and prepare periodic reports for senior management.
  • Represent the Authority at local and international events and conferences related to entrepreneurship and SME development.

Required Qualifications and Experience

  • A Bachelor’s degree in Business Administration, Economics, Finance, or a related field. A Master’s degree will be a strong advantage.
  • A minimum of 7 years of professional experience in business development, management consulting, or finance, with a proven focus on working with the SME sector.
  • Deep understanding of the Omani economic, legislative, and investment landscape, and the challenges faced by local entrepreneurs.
  • Experience in designing and managing financial and non-financial support programs for startups and small businesses.
  • Excellent leadership and managerial skills, with the ability to motivate a team and lead complex, multi-stakeholder projects.
  • Outstanding communication and interpersonal skills in both Arabic and English, with the ability to prepare professional presentations and reports.
  • Strong strategic analysis and data-driven decision-making capabilities.
