Job Overview

The Senior Specialist will hold a pivotal role within the Procurement division or department, primarily responsible for measuring and enhancing the performance and auditing of procurement activities across the Authority. The focus is on ensuring the highest standards of efficiency, effectiveness, and compliance in all procurement-related activities, directly supporting the strategic and financial objectives of the Oman Investment Authority.

Key Responsibilities and Duties

  • Develop and implement procurement performance measurement frameworks and tools (KPIs) to monitor operational and financial effectiveness.
  • Conduct comprehensive procurement performance analyses, identify areas for improvement, and develop corrective action plans.
  • Review and monitor procurement processes to ensure compliance with internal policies, Omani regulations, and international best practices.
  • Prepare periodic reports and management dashboards to present procurement performance to senior management and stakeholders.
  • Provide recommendations for improving procurement processes, policies, and procedures to enhance value and innovation.
  • Work closely with procurement teams and various operational units to understand their needs and align performance objectives.
  • Contribute to the adoption and implementation of new systems and technologies to support procurement performance management (e.g., e-Procurement systems).
  • Ensure procurement activities support corporate sustainability and social responsibility goals where applicable.

Essential Qualifications and Requirements

  • Education: A Bachelor’s degree in Business Administration, Finance, Accounting, Engineering, or a related field. A Master’s degree or professional certifications (e.g., CIPS, PMP) is a strong advantage.
  • Experience: Minimum of 5 to 8 years of professional experience in procurement or supply chain management, with a proven focus on performance management, analytics, or internal auditing. Experience in the government sector or large investment institutions is a significant plus.
  • Technical Skills:
    • Advanced proficiency in data analysis and visualization tools (e.g., Advanced Excel, Power BI, Tableau).
    • In-depth knowledge of procurement performance management principles and frameworks.
    • Strong understanding of e-procurement systems and supplier relationship management (SRM).
  • Soft Skills:
    • Exceptional analytical and investigative skills.
    • Excellent report writing, presentation, and communication abilities.
    • Ability to work independently and as part of a cross-functional team.
    • Attention to detail and a commitment to high standards of integrity and confidentiality.
  • Language: Proficiency in written and spoken English is essential. Proficiency in Arabic is an additional advantage.
