Strategic Sourcing Senior Manager - Oman

The Oman Investment Authority (OIA) is inviting applications for a critical leadership position: Strategic Sourcing Senior Manager, based at its headquarters in Muscat. Job Overview

The Strategic Sourcing Senior Manager will play a pivotal role in leading and developing the organization-wide procurement strategy. The incumbent will be responsible for designing and implementing strategic sourcing initiatives aimed at achieving significant savings, improving the quality of goods and services, managing supply chain risks, and ensuring compliance with the highest standards of governance and professional practice. This position operates within the framework of supporting the long-term strategic objectives of the Oman Investment Authority and its subsidiary companies.

Key Responsibilities and Duties

  • Lead the development and execution of a comprehensive corporate procurement strategy aligned with financial and operational goals.
  • Oversee the sourcing process for high-value, complex acquisitions and contracts, including Requests for Proposal (RFPs) and Requests for Quotation (RFQs).
  • Manage strategic relationships with key suppliers, evaluate their performance, and drive sustainable partnerships that add value.
  • Analyze market data and trends to identify opportunities for improvement and innovation in procurement practices.
  • Ensure full compliance with the organization's internal policies and regulations, as well as applicable Omani laws and statutes.
  • Lead, develop, and mentor the procurement team, fostering a culture of excellence and accountability.
  • Prepare detailed performance reports for senior management and the board on procurement savings, project status, and key performance indicators (KPIs).

Essential Qualifications and Requirements

  • A Bachelor’s degree in Business Administration, Engineering, Finance, or a related field. A Master’s degree (e.g., MBA) or professional certifications (e.g., CIPS) will be a significant advantage.
  • A minimum of 10 years of experience in procurement and supply chain management, with at least 5 years in a leadership role (Manager level or above) focusing on strategic sourcing.
  • Proven track record in managing large-scale, complex procurement programs and projects, preferably within sectors such as investment, infrastructure, energy, or financial services.
  • Deep knowledge of supply chain management principles, cost analysis, contract management, and strategic negotiation.
  • Strong leadership skills with the ability to inspire teams and drive organizational change.
  • Excellent communication and interpersonal skills (verbal and written) in both Arabic and English.
  • Sound knowledge of the operational and regulatory environment in Oman and the Gulf region.
