HSE Engineer/Officer - Construction Sector
Dolphin Group is actively recruiting for the position of HSE Engineer or Officer to join their team on major construction projects in Abu Dhabi, United Arab Emirates. Job Description and Key Responsibilities
The appointed HSE Engineer/Officer will be based at the project site and will be the primary officer responsible for implementing and monitoring all Health, Safety, and Environment programs and policies. Core responsibilities include:
- Developing and implementing project-specific HSE management plans in line with local and international company standards (e.g., Abu Dhabi EHSMS, ISO 45001, ISO 14001).
- Conducting regular inspections, audits, and monitoring activities across the construction site to identify potential hazards and ensure regulatory compliance.
- Investigating all incidents, accidents, and near-misses, and preparing detailed reports with corrective and preventive action recommendations.
- Leading toolbox talks, inductions, and training sessions for employees and workers on safe work practices, emergency procedures, and the correct use of Personal Protective Equipment (PPE).
- Reviewing and assessing method statements (work procedures) and project plans from a safety perspective prior to the commencement of operations.
- Coordinating with subcontractors and project managers to promote a strong safety culture at all levels.
- Monitoring compliance with environmental regulations and waste management practices on the construction site.
- Preparing regular reports on HSE performance and accident statistics for company management.
- Participating in safety meetings and providing recommendations for continuous performance improvement.
Qualifications and Essential Requirements
To qualify for this position, candidates must meet the following criteria:
- Educational Qualification: A Bachelor's degree in Engineering (Civil, Mechanical, Industrial, or equivalent) or a Diploma in HSE with equivalent experience. Advanced certifications in HSE are preferred.
- Professional Certifications: A recognized professional certification in Health and Safety (e.g., NEBOSH IGC, IOSH Managing Safely, or equivalent certifications recognized in the UAE). Knowledge of local Abu Dhabi and UAE HSE regulations is mandatory.
- Experience: A minimum of 3 to 5 years of practical experience in a similar role within the construction or major engineering projects sector. Previous experience working with leading construction or consultancy firms in the UAE or GCC market is a significant advantage.
- Skills: Excellent communication and interpersonal skills (Arabic and English). Ability to prepare clear and concise technical reports. Strong analytical skills for hazard identification. Ability to work under pressure in a dynamic environment like a construction site. Proficient in Microsoft Office applications.
- Personal Attributes: A proactive leader, assertive, highly credible, and possessing strong interpersonal skills to effectively train and influence diverse teams.
