Job Description and Responsibilities
The Procurement Engineer (CMEP) will be responsible for the technical and commercial aspects of the entire procurement cycle for the company's projects. He/She will work within a dynamic team aimed at securing the right materials, equipment, and services, on time, within budget, and in compliance with the highest quality standards. Key expected responsibilities include:
- Procurement Process Management: Overseeing the complete procurement process from the initial requisition stage to final delivery, including preparing tender documents, receiving bids, and conducting technical and commercial negotiations.
- Technical Evaluation: Analyzing and evaluating bids from vendors and contractors from a technical and engineering perspective to ensure compliance with project specifications and technical requirements.
- Vendor Management: Sourcing, evaluating, qualifying, and managing relationships with new and existing vendors and contractors to build a reliable supplier base.
- Contract Management: Assisting in drafting, reviewing, and executing procurement and service contracts, and ensuring compliance with their terms throughout the project lifecycle.
- Internal Coordination: Working closely with engineering, projects, finance, and logistics departments to ensure integration and smooth purchasing operations.
- Cost Control: Contributing to the monitoring of the procurement budget and reporting on status and costs to management.
- Compliance: Ensuring adherence to the company's internal policies and procedures, as well as applicable local laws and regulations in the State of Qatar.
Qualifications and Requirements
To be a successful candidate for this position, you should meet the following criteria:
- Educational Qualification: A Bachelor's degree in Engineering (Mechanical, Electrical, Civil, or a related field) from a recognized university.
- Experience: Minimum of 5 years of practical experience in a Procurement Engineer or similar role, preferably within the construction, oil & gas, or industrial projects sector. Experience in a CMEP (Construction, Management, Engineering, Procurement) project environment is a significant advantage.
- Technical Knowledge: Strong understanding of technical specifications, engineering drawings, construction materials, and engineering equipment.
- Skills: Excellent negotiation and persuasion skills. Strong analytical ability with attention to detail. Effective written and verbal communication skills in both Arabic and English.
- Software Knowledge: Proficiency in Microsoft Office suite (especially Excel). Knowledge of Enterprise Resource Planning (ERP) systems like SAP or Oracle will be an added advantage.
- Personal Attributes: Ability to work under pressure and meet challenges while maintaining accuracy and reliability. Strong organizational and leadership skills.
