Job Description
The Proposal Engineer will be responsible for the technical and engineering aspects during the tendering process for water treatment and wastewater treatment plant projects. This role is critical to the company's success in securing strategic projects within a competitive market.
Key Responsibilities:
- Technical Proposal Preparation: Lead and develop comprehensive technical proposals for water treatment projects (potable water, desalination, reuse) and wastewater treatment projects (municipal and industrial).
- Cross-Departmental Coordination: Work closely with sales teams, engineers, cost control, and procurement departments to ensure an integrated and cohesive bid submission.
- Request for Proposal (RFP) Analysis: Meticulously analyze client requirements and technical specifications outlined in tender documents.
- Technical Solution Development: Design and present preliminary engineering solutions, including Process Flow Diagrams (PFDs) and key equipment specifications.
- Documentation Preparation: Write detailed technical sections of proposals, describing the scope of work, methodology, proposed schedules, and quality assurance.
- Sales Technical Support: Provide technical support during client negotiation stages and participate in technical meetings to clarify the company's proposals.
- Compliance Assurance: Ensure all proposals comply with local and international standards, as well as general terms and conditions.
Requirements and Qualifications
To qualify for this role, you must meet the following criteria:
Educational Qualifications:
- A Bachelor's degree in Chemical Engineering, Civil Engineering (Water Resources specialization), Mechanical Engineering, or a related engineering field.
- Additional professional certifications (e.g., PMP, contract management certificates) will be a strong advantage.
Work Experience:
- A minimum of 5 years of proven experience in a similar role (Proposal Engineer, Tender Engineer) within the water and/or wastewater treatment sector.
- Demonstrated experience in preparing large-scale technical and commercial bids for both public and private sector projects.
- In-depth knowledge of various water treatment technologies and systems (e.g., Reverse Osmosis RO, Ultrafiltration UF, Biological Treatment).
- Good familiarity with basic engineering design software (like AutoCAD) and Microsoft Office suite, particularly Excel and Word.
Personal Skills:
- Excellent written and verbal communication skills in both Arabic and English.
- Ability to work under pressure and meet strict deadlines.
- Strong analytical skills and attention to detail.
- Ability to work effectively within a multidisciplinary team.
- Good understanding of cost estimation principles and the financial aspects of proposals.
