- If the grade is lower, a Master's degree is required
- Must secure an academic supervisor at an eligible Irish research institution
- Applicant must be new to the program or in the first year
- Must not have submitted more than two previous unsuccessful applications
- Must not hold a permanent academic position
- No maximum age limit
