Job Description

Hill International (Middle East) Ltd., a globally recognized leader in project management and construction consulting, is seeking a highly qualified professional to fill the position of Cost Control Section Head (HQ) at its headquarters in Riyadh, Saudi Arabia.

The successful candidate will be responsible for overseeing all cost control and budgeting activities for the company's diverse portfolio of projects. Key responsibilities include developing and implementing cost control systems, analyzing financial data, preparing periodic reports for senior management, and ensuring adherence to established budgets.

Key Responsibilities

  • Oversee the preparation and monitoring of operational and capital budgets.
  • Analyze cost variances and provide corrective recommendations.
  • Develop and improve cost control procedures to ensure efficiency and effectiveness.
  • Prepare periodic reports on cost performance for senior management and stakeholders.
  • Coordinate with project teams and other departments to ensure financial data accuracy.
  • Supervise a team of cost control analysts and specialists.
  • Participate in the evaluation of financial proposals from contractors and suppliers.

Required Qualifications

  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field. A Master's degree is preferred.
  • Minimum of 10 years of experience in cost control and budget management, with at least 3 years in a supervisory role.
  • Previous experience in engineering consulting firms or large-scale project management is highly desirable.
  • Fluency in English (both written and spoken).
  • Strong analytical skills and advanced proficiency in Excel and ERP systems (e.g., Oracle or SAP).
  • Ability to work under pressure and manage multiple priorities.
  • Excellent communication and leadership skills.
