This role represents a critical leadership position within a growing and dynamic sector, where the incumbent will be responsible for ensuring the highest standards of worker safety and wellbeing, asset protection, and full compliance with local and international environmental regulations.

Job Overview

The HSE Manager will hold a strategic position within the organization, serving as the primary authority for designing, implementing, and monitoring all policies, programs, and procedures related to health, safety, and the environment. This role aims to foster a safe, accident-free work environment and promote a proactive safety culture across all employee and contractor levels.

Key Responsibilities and Duties

  • Develop & Implement HSE Strategy: Lead the formulation and execution of a comprehensive HSE strategy aligned with business objectives and applicable laws in the State of Kuwait.
  • Regulatory Compliance: Ensure the facility and all its operations comply with all health, safety, and environmental legislation, regulations, and standards issued by the Environment Public Authority and other regulatory bodies in Kuwait.
  • Risk Management & Assessment: Conduct regular Risk Assessments for all operational activities and develop effective plans for risk mitigation and emergency response.
  • Internal Auditing & Inspection: Execute a regular program of internal inspections and audits to ensure the effectiveness of implemented HSE systems and report findings to senior management.
  • Training & Awareness: Design and deliver ongoing training and awareness programs for all employees to enhance understanding of safety principles and safe work practices.
  • Incident Investigation & Reporting: Lead investigations into accidents and near-misses to identify root causes, establish corrective and preventive actions, and prepare periodic statistical reports.
  • Waste Management & Environmental Aspects: Oversee environmental management programs, including emissions monitoring, waste management (all types), and resource conservation.
  • External Liaison: Represent the company before government and regulatory authorities regarding HSE matters.

Essential Qualifications and Requirements

  • Educational Background: A Bachelor’s degree in Engineering (Civil, Mechanical, Chemical, Industrial), Environmental Sciences, or any safety-related field. A postgraduate degree (Master’s) or specialized professional certifications are a strong advantage.
  • Professional Certifications: Possession of globally recognized HSE certifications such as the NEBOSH International Diploma, Certified Safety Professional (CSP), or equivalent. Knowledge of Kuwaiti Civil Defense and Environment Authority regulations is crucial.
  • Work Experience: Minimum of 8 to 10 years of practical experience in the HSE field, with at least 3 years in a leadership role (HSE Manager or Department Head). Experience in the Oil & Gas, Construction, Manufacturing, or Energy sectors is highly preferred.
  • Personal Skills: Strong leadership and excellent communication/influencing skills (verbal and written) in both Arabic and English. Ability to analyze data and make decisions. High organizational skills and ability to work under pressure.
  • Technical Knowledge: In-depth understanding of global HSE management systems like ISO 45001 and ISO 14001, and risk analysis tools.
