Quality Lead (Pre-EPC) Job in Qatar

Job Description and Key Responsibilities
The Quality Lead will occupy a central role during the project's early planning and development phase, prior to the full EPC execution. He/She will be the primary authority responsible for establishing and implementing the Quality Management Systems that will govern the project throughout its lifecycle. Core responsibilities include:
- Developing Quality Strategy: Leading the establishment of a comprehensive Project Quality Management Strategy and Plan during the early project phases (Pre-FEED & FEED), ensuring alignment with client requirements, international standards, and local Qatari regulations.
- Establishing Frameworks and Processes: Designing and preparing all necessary quality procedures, work instructions, forms, and control documents required for the Pre-EPC phase. This includes document review systems, management of change, and supplier quality assurance protocols.
- Early Assurance and Control: Ensuring all feasibility studies, reports, and early concept designs are subjected to rigorous quality reviews. The objective is to identify and mitigate potential quality risks at the earliest opportunity to minimize future costs and delays.
- Coordination and Leadership: Acting as the primary focal point for all quality matters between the project owner, design consultancies, and internal stakeholders. Leading quality review workshops and meetings.
- Team and Phase Readiness: Contributing to the evaluation and pre-qualification of potential EPC contractors from a quality systems compliance perspective. Preparing a seamless framework for handing over quality responsibilities to the EPC phase team upon its initiation.
Qualifications and Requirements
To be a successful candidate for this leadership role, you must meet the following criteria:
- Educational Background: A Bachelor's degree in Engineering (Mechanical, Electrical, Civil, Chemical, or related field) from an accredited university. A master's degree or specialized certifications in Quality Management (e.g., CQE, CMQ/OE) is a strong advantage.
- Professional Experience: A minimum of 12 to 15 years of experience in Quality Management and Assurance within major project industries, specifically in the Oil & Gas, Energy, or Petrochemicals sectors. Proven, hands-on experience in Pre-EPC project phases (Pre-FEED & FEED) is essential.
- Technical Knowledge: In-depth understanding of international Quality Management Systems (e.g., ISO 9001) and relevant industry codes and specifications. Comprehensive knowledge of quality regulations and requirements applicable in the State of Qatar and the GCC region.
- Leadership Skills: Excellent leadership, communication, and influencing skills. Must be able to guide teams and drive a quality culture without direct executive authority in this early stage.
- Analytical and Managerial Skills: Strong analytical and problem-solving abilities for complex issues, coupled with the capacity to manage time and priorities in a dynamic project environment.
