Senior Planning Engineer (Proposal) - Doha Petroleum Construction Company
A leading petroleum construction company based in Doha, Qatar, is actively seeking to recruit an experienced Senior Planning Engineer with a specialized focus on Proposal development and management. Job Description & Key Responsibilities
The selected engineer will be responsible for the critical planning aspects during the pre-contract and tender phase. Core responsibilities include:
- Developing Project Plans and Schedules: Preparing comprehensive and detailed project schedules for technical and commercial proposals using specialized software such as Primavera P6 or MS Project.
- Analyzing Tender Documents: Meticulously studying client requirements (RFP/ITB) and understanding the complete scope of work to develop an appropriate Work Breakdown Structure (WBS).
- Coordinating with Technical Departments: Working closely with engineering, procurement, construction, and cost estimation teams to gather accurate inputs and ensure proposal consistency.
- Preparing Planning Documents for Proposals: Drafting sections on execution methodology, master execution plan, resource schedules, and critical path analysis for the proposal submission.
- Risk Analysis: Identifying potential schedule risks in the proposed plan and suggesting mitigation strategies.
- Support During Negotiation Phase: Providing technical clarifications related to the schedule and execution plans during post-submission meetings with clients.
- Ensuring Quality: Reviewing and ensuring the accuracy and efficiency of all planning outputs before inclusion in the final proposal document.
Qualifications & Requirements
To qualify for this role, you must meet the following criteria:
- Educational Qualification: A Bachelor's degree in Engineering (Civil, Mechanical, Chemical, or related field) from a recognized university.
- Experience: Minimum 8 to 10 years of project planning experience, with a strong and proven focus on the proposal and tender stage within the industrial construction, oil & gas, or energy sector.
- Technical Skills:
- Advanced proficiency in Primavera P6 (Version 8 or later) and MS Project.
- In-depth knowledge of project management principles (PMI) and Work Breakdown Structures (WBS).
- Strong understanding of petroleum/plant construction processes.
- Personal Skills:
- Excellent analytical and deductive skills with a keen attention to detail.
- Outstanding communication and presentation abilities.
- Ability to work under pressure and meet strict proposal submission deadlines.
- Effective team player within a multidisciplinary environment.
- Language: Proficiency in written and spoken English (the primary working language). Knowledge of Arabic is an added advantage.
