JASARA Program Management Company is now accepting applications for a critical leadership role: Technical Director, based at its headquarters in Riyadh, Saudi Arabia. JASARA, a pivotal public-private partnership venture, serves as a key executive arm for Saudi Arabia's Vision 2030, responsible for managing and delivering some of the nation's most ambitious giga-projects and transformative development programs.

Job Overview

The Technical Director holds a central position within the company's leadership structure, bearing full responsibility for the technical and engineering integrity of its strategic project portfolio. This leader will be accountable for ensuring technical excellence, compliance with the highest standards of quality and safety, and innovation in delivery methodologies across all project phases, from initial design to final handover.

Key Responsibilities and Duties

  • Technical Leadership: Provide strategic leadership and oversight to multidisciplinary engineering and technical teams within the company.
  • Quality & Compliance Management: Ensure all designs, processes, and deliverables comply with local and international standards, Saudi building codes, and global best practices.
  • Design Review & Development: Oversee the review and approval of complex engineering drawings and designs, proposing innovative technical solutions to enhance efficiency and reduce costs.
  • Technical Risk Management: Identify, assess, and mitigate potential technical and engineering risks across projects, developing effective contingency plans.
  • Continuous Development: Lead research and development initiatives to adopt the latest technologies, materials, and methods in engineering and construction project management.
  • Stakeholder Coordination: Act as the primary technical liaison between JASARA, clients (such as the Public Investment Fund), contractors, consultants, and government regulatory bodies.
  • Reporting: Prepare and present detailed reports on technical performance, progress, and risks to senior management and project committees.

Essential Qualifications and Requirements

  • Academic Credentials: A Bachelor's degree in Engineering (Civil, Architectural, Mechanical, or related field) from an accredited university. A Master's or Ph.D. degree will be a significant advantage.
  • Professional Experience: Minimum of 15 years of progressive and advanced experience in the engineering field, with at least 8 years in senior technical leadership roles (e.g., Senior Project Manager, Engineering Manager, Technical Director) on large-scale, highly complex projects.
  • Mega-Project Experience: Proven track record in managing the technical aspects of giga-projects (Mega-Projects) in sectors such as infrastructure, transportation, energy, or urban development.
  • Technical Knowledge: Deep expertise in building systems, modern construction materials, engineering modeling and simulation software (e.g., BIM), and HSE regulations.
  • Leadership Skills: Exceptional ability to lead and motivate large, diverse teams, with excellent communication and persuasion skills at all organizational levels.
  • Language: Full professional proficiency in both Arabic and English, written and spoken.
