Job Description and Key Responsibilities

The appointed HSE Manager will be tasked with developing, implementing, and managing a comprehensive HSE strategy for the organization. The core responsibilities of this leadership position include:

  • Leadership & Development: Championing a strong safety culture across the organization and developing clear, effective HSE policies, procedures, and programs.
  • Risk Assessment & Management: Conducting regular risk assessments and safety reviews of all work sites and operations. Developing risk control measures and emergency response plans.
  • Compliance: Ensuring the company's full compliance with all Qatari health, safety, and environmental laws, regulations, and standards, as well as any applicable international standards.
  • Training & Awareness: Designing and delivering training programs for all employees and contractors to promote awareness of safety principles and safe work practices.
  • Investigation & Reporting: Leading investigations into incidents, accidents, and near-misses to identify root causes and implement corrective and preventive actions to prevent recurrence. Preparing detailed HSE performance reports for senior management.
  • Review & Auditing: Conducting regular audits and reviews of HSE systems and procedures to ensure their ongoing effectiveness and to identify areas for improvement.
  • Performance Management: Monitoring and analyzing Safety Key Performance Indicators (KPIs) and providing recommendations for continuous performance improvement.
  • Liaison: Acting as the primary point of contact with relevant Qatari government regulatory bodies concerning HSE matters.

Qualifications and Requirements

To be eligible for this senior role, candidates must meet the following criteria:

  • Educational Background: A Bachelor's degree in Engineering (Civil, Mechanical, Industrial, or equivalent) or in a field related to Health, Safety, and Environment. A Master's degree or specialized studies in Safety Management is a distinct advantage.
  • Professional Certifications: Recognized global professional certifications in HSE (such as NEBOSH, IOSH, OSHA) are required or highly preferred.
  • Experience: A minimum of 8 to 10 years of practical experience in HSE management, with a significant portion in a leadership role (Manager or Team Lead). Experience in sectors like Construction, Oil & Gas, Engineering Projects, or industrial environments within the Gulf region (specifically Qatar) is a major competitive advantage.
  • Knowledge: In-depth knowledge of safety management systems (e.g., OHSAS 18001 / ISO 45001) and Qatari environmental regulations.
  • Skills: Strong leadership and managerial skills with the ability to influence and drive change. Excellent communication and interpersonal skills (both verbal and written) in English; Arabic is a plus. High analytical skills for data and risk assessment. Ability to prepare professional reports and presentations.
