Lead MEP QA QC Engineer for Oil and Gas Contracting Project

Job Description and Key Responsibilities
The Lead QA/QC Engineer will occupy a pivotal position within the project team, bearing overall responsibility for the quality framework and management of MEP systems. Core responsibilities will include:
- Leading Quality Strategy: Developing and implementing comprehensive project-specific Quality Assurance/Quality Control (QA/QC) plans for MEP systems, ensuring alignment with client specifications, international standards (e.g., ISO 9001, ASME, API, IEC), and relevant local Omani industry standards.
- Overseeing Inspection & Testing: Directly supervising all phases of inspection and quality control for MEP systems, from material receipt through installation, field testing, and final handover. This encompasses piping, mechanical equipment, electrical systems, instrumentation/control systems, and plumbing.
- Documentation Review & Compliance: Reviewing and approving critical quality documentation such as Inspection and Test Plans (ITPs), Inspection Reports (IRs), test certificates, welding documentation (PQR/WPS/WPQ), and ensuring their completeness and accuracy before submission to the client or regulatory bodies.
- Managing Non-Conformance & Corrective Actions: Leading the process for identifying, containing, and resolving Non-Conformance Reports (NCRs) related to MEP systems. Ensuring effective root cause analysis and the implementation of robust Corrective and Preventive Actions (CAPA) to prevent recurrence.
- Training & Capacity Building: Mentoring and training site-based quality engineers and technicians on project-specific quality requirements and systems, fostering a strong culture of quality and safety within the MEP team.
- Stakeholder Coordination: Acting as the primary point of contact for MEP quality matters with the client (oil and gas company), subcontractors, consultants, and the project's internal management team. Preparing and presenting regular quality performance reports.
- Audit Reviews: Preparing for and facilitating internal and external audits (by client or certification bodies), ensuring all MEP processes and systems are audit-ready and compliant.
Qualifications and Requirements
To be considered for this leadership position, the ideal candidate must possess the following:
- Educational Background: A Bachelor's degree in Mechanical Engineering, Electrical Engineering, or a related field from an accredited university. Advanced certifications in Quality Management (e.g., CQE, CMQ/OE) will be a significant advantage.
- Experience: A minimum of 10 to 15 years of hands-on experience in QA/QC roles, with a strong focus on oil and gas contracting projects. Previous experience must include a leadership capacity (Lead or Supervisor) on major projects.
- Specialized Technical Knowledge:
- In-depth knowledge of international and local standards and specifications governing MEP systems in the oil and gas sector (e.g., Petroleum Development Oman PDO specifications, or equivalent).
- A strong understanding of relevant inspection processes and Non-Destructive Testing (NDT) methods for MEP systems.
- Thorough familiarity with quality control procedures for construction and installation sites.
- Personal & Leadership Skills: Exceptional communication and interpersonal skills (both verbal and written) in English; Arabic is a strong plus. A proven ability to lead teams, make decisions under pressure, and solve complex problems. Must be detail-oriented, highly organized, and possess strong integrity.
Job Location and Work Pattern
This is a full-time, project-site-based position located in the Sultanate of Oman. The role may require working at the construction site with a schedule that aligns with the demanding nature of oil and gas projects.
