Purchase Officer (MEP & Construction) Job in Muscat

Job Description & Key Responsibilities
The appointed Purchase Officer will play a central role in supporting the procurement and logistics operations for construction and MEP projects. The core responsibilities will include:
- Managing the end-to-end procurement process for materials, equipment, and services related to construction projects and MEP systems, from purchase requisitions to final delivery.
- Sourcing and identifying reliable and new vendors and subcontractors in the local and regional market, evaluating their offers based on quality, price, and reliability.
- Preparing and analyzing price comparisons, tender documents, and participating in contract negotiations to secure the best value for the project.
- Working closely with project managers, engineers, and planning teams to ascertain precise material requirements and ensure their timely availability.
- Tracking and following up on issued purchase orders, ensuring adherence to specified quality standards and project timelines.
- Maintaining accurate procurement records and documentation, and regularly updating the vendor database.
- Ensuring compliance with the company's procurement policies and procedures, as well as applicable standards and regulations in Oman.
- Addressing any issues related to shipment delays or quality non-conformances with suppliers and contractors.
Qualifications & Requirements
To be a successful candidate for this role, you should meet the following criteria:
- Educational Background: A Bachelor's degree in Business Administration, Supply Chain Management, Engineering, or a related field. Professional certifications in procurement or supply chain management (e.g., CIPS) will be a distinct advantage.
- Work Experience: Proven hands-on experience of at least 3 to 5 years in a similar purchasing role, with a strong focus on the construction sector and/or MEP projects. Experience within the Omani or GCC market is highly preferred.
- Technical Skills:
- In-depth knowledge of material types, equipment, and components used in construction and MEP systems (e.g., cables, plumbing pipes, HVAC equipment, etc.).
- Excellent proficiency in Microsoft Office applications, especially Excel, and experience using Enterprise Resource Planning (ERP) systems for procurement.
- Strong understanding of tendering processes, contracts, and commercial practices in the region.
- Personal Skills:
- Excellent communication and negotiation skills in both English and Arabic (verbal and written).
- Ability to work under pressure and meet strict project deadlines.
- Strong analytical skills and attention to detail.
- Integrity and the ability to build strong working relationships with both suppliers and colleagues.
