Job Description and Responsibilities

The Senior Safety Engineer will be stationed at the project site and will be primarily responsible for developing, implementing, and monitoring Health, Safety, and Environmental (HSE) management systems. Reporting to the Project Manager or a senior HSE lead, this individual will be a cornerstone in ensuring a safe working environment for all employees and contractors.

Key responsibilities for this role are expected to include:

  • Leading and implementing project-specific safety strategies and programs in alignment with both international company standards and local Qatari industry regulations (such as Qatargas and RasGas requirements).
  • Conducting regular safety risk assessments (JSA, HIRA) and ensuring appropriate control measures are in place to mitigate identified risks.
  • Inspecting work sites, equipment, and processes to verify compliance with all safety regulations and permit-to-work systems.
  • Investigating incidents, accidents, and near misses to determine root causes and develop corrective and preventive action recommendations.
  • Developing and delivering effective safety training programs for all site personnel to foster a strong safety culture.
  • Reviewing work plans and method statements (e.g., for hot work, confined space entry, lifting operations) from a safety perspective.
  • Preparing periodic safety reports and statistics for project management and the client.
  • Acting as a key point of contact for all safety matters with the client, subcontractors, and local regulatory authorities.
  • Ensuring emergency preparedness by participating in the development of response plans and conducting drills.

Qualifications and Requirements

To be eligible for this critical role, you must meet the following criteria:

  • Educational Qualification: A Bachelor's degree in Engineering (preferably Chemical, Mechanical, Industrial, or Safety Engineering) or equivalent. Advanced certifications in HSE are a strong advantage.
  • Professional Certifications: A recognized safety management certification such as the NEBOSH International General Certificate (Level 3 minimum) or its equivalent. IOSH or OSHA certifications are also recognized.
  • Experience: A minimum of 8 to 10 years of practical experience in a Safety Engineer or Safety Supervisor role, with a strong focus on major oil & gas, petrochemical, or industrial construction projects. Previous experience working on projects in Qatar or the GCC region is a significant competitive advantage.
  • Technical Knowledge: In-depth knowledge of global safety management systems (e.g., ISO 45001) and local Qatari regulations. Strong command of safety procedures for high-risk operations.
  • Personal Skills: Excellent communication and interpersonal skills (verbal and written) in both Arabic and English. Leadership skills and the ability to influence and persuade. The capacity to work under pressure and solve problems proactively. The candidate must be assertive and possess a strong character to enforce safety standards.
