Job Description and Key Responsibilities

The Testing & Commissioning Manager will be primarily responsible for overseeing the critical phase between the completion of construction/installation works and the project handover to the end client or operator. Key responsibilities include:

• Leadership & Planning: Lead an integrated team of testing and commissioning engineers and technicians. Develop comprehensive strategic and time-bound plans for all project commissioning and testing activities, in coordination with project managers and contractors.
• Protocol & Procedure Development: Establish and implement detailed, rigorous protocols and procedures for testing (FAT, SAT, etc.) and commissioning of all Mechanical, Electrical, and Plumbing (MEP) systems, Control Systems (BMS/SCADA), and other specialized systems as per project nature.
• Quality & Safety Assurance: Ensure all testing and commissioning activities are carried out according to the highest global quality and safety standards, contract technical specifications, and local Qatari regulations. Serve as the primary responsible person for mitigating any risks during this phase.
• Coordination & Stakeholder Management: Effectively coordinate with subcontractors, suppliers, consultants, and the client to ensure operational smoothness. Conduct progress meetings and provide detailed periodic reports on progress and challenges.
• Troubleshooting & Handover: Identify defects and technical issues during testing and lead team efforts to find effective and swift solutions. Oversee the final project handover process, including the preparation of complete Handover Dossiers and operational training for the client.

Qualifications and Core Requirements

To be a successful candidate for this leadership role, you must meet the following criteria:

• Educational Background: A Bachelor's degree in Engineering (Mechanical, Electrical, Civil, or related field) from an accredited university. A Master's degree or recognized professional certifications (e.g., PMP) will be a strong added advantage.
• Professional Experience: Minimum of 10 to 15 years of experience in Testing & Commissioning management for major projects, with a proven track record of at least 5 years in a similar leadership role (Manager or Team Lead). Experience in infrastructure, industrial plants, hospitals, major hotels, or large commercial complexes is preferred.
• Technical Skills: In-depth knowledge of various building systems (MEP), protection and safety systems, and applicable building codes and regulations in Qatar and the GCC region.
• Personal & Leadership Skills: Exceptional team leadership and motivational abilities. Excellent communication and interpersonal skills (verbal and written) in both Arabic and English. Strong analytical and problem-solving skills under pressure. Meticulous attention to detail.
• Logistical Requirements: The applicant must be currently located in Qatar with a valid residency permit (for expatriates), or be a qualified Qatari national.
