Job Description & Key Responsibilities

The successful candidate will bear full supervisory and managerial responsibility for the Testing, Commissioning, and Handover section. Core duties include:

• Leadership & Planning: Lead, mentor, and develop a specialized team of testing and commissioning engineers and inspectors. Develop comprehensive strategic and execution plans for the testing and commissioning phase of all projects, ensuring alignment with client schedules and budgetary constraints.
• Quality Assurance & Compliance: Oversee the design and implementation of all testing and commissioning protocols. Ensure strict compliance with client technical specifications, international standards (e.g., ISO), and local Saudi regulations and codes.
• Operational Management: Coordinate and execute testing and commissioning activities for multi-disciplinary projects, including building, infrastructure, and industrial facilities. Review and analyze test results, ensuring effective resolution of any non-conformities.
• Communication & Reporting: Act as the primary liaison between the Testing & Commissioning section and other project departments, clients, and contractors. Prepare detailed, clear reports on progress, system status, and final handover readiness.
• Project Handover: Lead the final project handover process, ensuring all testing and commissioning requirements are successfully met to obtain acceptance certificates from clients and stakeholders.

Qualifications & Requirements

To be considered for this leadership opportunity, candidates must meet the following criteria:

• Educational Background: A Bachelor's degree in Engineering (Electrical, Mechanical, Civil, or related field) from an accredited university. A Master's degree or advanced professional certifications (e.g., PMP) is a significant advantage.
• Professional Experience: Minimum of 12 to 15 years of experience in testing and commissioning for major projects, with at least 5 years of proven experience in a leadership or head-of-section role. Experience on Vision 2030 giga-projects such as NEOM, Qiddiya, or other major infrastructure projects is highly preferred.
• Technical Knowledge: In-depth understanding of Mechanical, Electrical, and Plumbing (MEP) systems, control systems, and international testing/commissioning protocols. High proficiency in Microsoft Office Suite and project management software.
• Soft Skills: Exceptional leadership and managerial skills with the ability to motivate and lead multicultural teams. Excellent communication (written and verbal) skills in English; Arabic is a strong asset. Strong problem-solving and decision-making abilities under pressure.
• Professional Certifications: Possession of recognized certifications like PMP or specialized testing/commissioning management credentials is preferred.
