Job Description and Key Responsibilities

The HSE Manager will bear the overall responsibility for developing, implementing, and monitoring Health, Safety, and Environment strategies and policies across the company's supervised projects. They will work closely with project management teams, contractors, and the client to ensure full compliance with the highest international standards and local UAE regulations.

The core expected responsibilities include:

  • Leading and fostering a strong HSE culture within the company and across project sites.
  • Developing and updating comprehensive HSE management plans for ongoing and upcoming projects.
  • Conducting regular audits, inspections, and site visits to identify potential hazards and ensure appropriate control measures are in place.
  • Investigating all incidents, accidents, and near misses to determine root causes and implement corrective action plans to prevent recurrence.
  • Preparing and presenting periodic reports on HSE performance and incident statistics to senior management and clients.
  • Designing and delivering effective training programs for company staff and contractors on HSE requirements and policies.
  • Staying abreast of all changes in local and international HSE-related legislation, regulations, and best practices.
  • Representing the company in meetings with local regulatory authorities and clients regarding HSE matters.

Qualifications and Essential Requirements

To be a successful candidate for this role, you must meet the following criteria:

  • Educational Background: A Bachelor's degree in Engineering (Civil, Mechanical, Electrical), Environmental Science, or a related HSE field. A Master's degree will be considered an advantage.
  • Professional Certifications: Possession of globally recognized professional HSE certifications such as the NEBOSH International Diploma or its equivalent. Certification as a Lead Auditor for ISO 45001 (Occupational Health & Safety) and ISO 14001 (Environmental Management) is a strong advantage.
  • Experience: A minimum of 10 to 15 years of practical experience in HSE management, with a strong focus on major construction and infrastructure projects. This experience must include a proven track record in a leadership role (Manager or Head of Department).
  • Knowledge: In-depth knowledge of HSE management systems, UAE labor laws, OSHA standards, and international best practices.
  • Skills: Excellent leadership, managerial, and interpersonal skills with the ability to communicate and influence effectively at all levels. Strong analytical and problem-solving abilities. Proficiency in Microsoft Office Suite.
  • Language: Fluency in written and spoken English is essential. Knowledge of Arabic is a beneficial advantage.
