Job Description & Key Responsibilities

The Quality Assurance Section Head will play a central role in ensuring all projects and operations adhere to the highest standards of quality, safety, and compliance. This individual will be responsible for leading and developing the company's comprehensive quality management system on-site.

Key responsibilities include:

• Leading and developing the local Quality Assurance team, providing technical guidance and training.
• Establishing, implementing, and continually improving quality management policies, procedures, and systems in line with international standards (e.g., ISO 9001) and client requirements.
• Planning, executing, and overseeing internal and external audits of quality systems.
• Reviewing and approving contractors' and suppliers' Quality Control Plans.
• Investigating non-conformances and quality incidents, identifying root causes, and developing and implementing effective corrective and preventive actions.
• Preparing periodic quality performance reports for senior management, highlighting key performance indicators and areas for improvement.
• Ensuring all technical documentation and work methods are subject to quality review and approval.
• Acting as the primary point of contact for clients, project managers, and other stakeholders regarding all quality matters.
• Promoting a culture of quality and continuous improvement throughout the organization.

Qualifications & Requirements

Hill International is looking for a candidate with deep practical experience and a strong professional reputation in quality assurance within the construction, engineering, or major projects sector.

Essential Requirements:

• Bachelor's degree in Engineering (Civil, Mechanical, Electrical) or a related field. A Master's degree will be an added advantage.
• Recognized professional certification in Quality (e.g., CQA, CMQ/OE from ASQ, or ISO 9001 Lead Auditor).
• A minimum of 10 years of experience in Quality Assurance and Quality Control, with at least 5 years in a leadership or supervisory role (Section Head or Manager level).
• Proven experience working on major construction projects (infrastructure, high-rises, facilities) in the Middle East, preferably within Saudi Arabia.
• In-depth knowledge of international quality standards (ISO 9001) and local Saudi building regulations.
• Strong analytical and investigative skills with the ability to solve complex problems.
• Excellent communication and interpersonal skills (written and verbal) in both Arabic and English.
• Leadership ability to motivate a team and build relationships with stakeholders at all levels.
• Ability to work under pressure and adhere to strict deadlines.
