Job Description and Key Responsibilities
The Senior Cost Control Engineer will play a critical role within the project management team, holding primary responsibility for the financial and cost aspects of the company's engineering and operational projects. Key duties include:
- Budget Planning and Development: Preparing and analyzing detailed budgets for new and ongoing projects, in close coordination with project managers and the engineering team.
- Continuous Monitoring and Tracking: Tracking actual project expenditures against approved budgets, identifying any variances, and conducting root cause analysis.
- Financial Reporting: Generating regular (weekly, monthly, quarterly) cost performance reports for senior management, including actionable recommendations for corrective measures when necessary.
- Analysis and Forecasting: Performing forecasting analysis, including Estimate at Completion (EAC), to provide a clear picture of the projected financial performance of projects.
- Contract and Invoice Review: Reviewing contract documents with vendors and contractors, and verifying the accuracy of submitted invoices and payment claims.
- Cost Optimization and Efficiency: Proposing and implementing measures to improve cost efficiency and control expenditures within projects without compromising quality or schedule.
- Bid Support: Providing technical cost analysis support during the bidding phase for new projects.
Job Requirements and Qualifications
To be successful in this role, candidates must meet the following criteria:
- Educational Background: A Bachelor's degree in Engineering (Civil, Mechanical, Chemical, or equivalent) from an accredited university. A higher degree in Business Administration or Project Management will be an advantage.
- Work Experience: Minimum of 7 to 10 years of proven experience in cost control and budget management, with a strong background in the natural resources sector (e.g., Oil & Gas, Mining, Water, Energy) or major construction and contracting.
- Technical Skills:
- Advanced proficiency in Microsoft Excel and Enterprise Resource Planning (ERP) software such as SAP or Oracle.
- In-depth knowledge of cost management principles and Earned Value Management (EVM) practices.
- Strong understanding of Value Engineering and life-cycle cost analysis.
- Soft Skills: Exceptional analytical abilities, meticulous attention to detail, and excellent written and verbal communication skills in both English and Arabic. The candidate must be able to work under pressure in a dynamic, multi-tasking environment.
- Professional Certifications: Professional certifications such as Project Management Professional (PMP), Certified Cost Controller (CCC), or equivalent are considered a strong competitive advantage.
